The proposed Halcom Hong Duc wind power plant received investment policy approval from the Quang Tri People’s Committee in November 2025.
The project will have a total installed capacity of 200 MW and is expected to generate around 549.4 gigawatt-hours (GWh) of electricity annually. It will cover 1,606 hectares in Tan My, Sen Ngu, and Truong Phu communes.
The wind farm will comprise 24 turbines with capacities of 8.5 MW and 4.5 MW, supplying renewable electricity to Vietnam’s national grid.
The project has an operating term of 50 years and is expected to be completed within 15 months after land and water allocation approvals are granted.
Quang Tri authorities initially launched bidding for the project on June 26, with applications due by July 16. However, fewer than three investors submitted bids by the deadline, prompting the provincial Department of Industry and Trade to recommend extending the application period.
The Quang Tri People’s Committee subsequently extended the deadline to July 30, after which VinEnergo was the only company to submit a registration dossier.
VinEnergo has rapidly expanded its renewable energy portfolio since Vingroup entered the power sector.
The company has already secured approval for several large-scale renewable energy projects, including the VND22.65 trillion ($861.2 million) Eco Wind Ky Anh Wind Power Plant in the central province of Ha Tinh, the Vinh Thuan Wind Power Plant worth VND4.68 trillion ($177.94 million) in the central province of Gia Lai, and the VND48.37 trillion ($1.84 billion) Hon Trau Wind Power Plant Phase 1, also in Gia Lai.
