The new decision emphasizes that respecting and protecting IP rights is a collective responsibility of agencies, organizations, individuals, and society. It adds a target to foster market transactions by launching a pilot program to value at least 100 IP rights from research institutes, universities, and innovative startups.
Key strategy additions focus on refining IP legislation to encourage innovation, protection, and commercialization, while balancing stakeholder interests and preventing rights abuse. Frameworks will address AI, digital assets, big data, blockchain, and online infringement across digital platforms.
The decision directs a shift toward civil remedies for IP violations, while raising administrative enforcement quality and stiffening penalties, especially for counterfeit goods.
It aims to facilitate trade, investment, and technology transfer while strictly protecting trade secrets, strategic data, and state-secret inventions. Early-warning systems for cross-border violations will be built alongside national security priorities.
Regulations on IP transactions, including capital contributions, collateral, valuation, accounting, and auditing, will be finalized. Financial and credit incentives will support the commercialization of state-funded R&D.
Public IP services will be fully digitized, and automated monitoring systems will be studied for early detection of online infringement. A nationwide shared IP database will also be established to streamline oversight and enforcement.
