The Government has approved a national artificial intelligence (AI) strategy through 2030, with a vision to 2045, targeting an AI-driven economy equivalent to around 6% of GDP by 2030, according to the Ministry of Science and Technology.

The strategy sets out a shift from AI research, development and application towards comprehensive national transformation powered by AI.

The strategy identifies human resources, infrastructure and data as key foundations, while AI institutions and governance are regarded as breakthrough areas. AI is also expected to become a core capability in identifying problems, designing solutions and organising and operating activities.

By 2030, Vietnam aims to become one of ASEAN and Asia’s leading centers for AI research, development, application and value co-creation. It targets a position among the top three Southeast Asian countries in AI research and development, while AI-related exports of products, services and solutions are expected to reach around $5 billion.

Labour productivity in sectors applying AI is targeted to rise by 10-15%, while 60% of businesses using AI are expected to improve their operational efficiency.

Vietnam plans to develop 10,000 highly skilled AI professionals and 50,000 university graduates capable of applying AI. It also aims to train or retrain 500,000 workers to deploy and operate AI and provide basic AI skills to 10 million trained workers.

Annual AI investment is targeted at 1-1.5% of GDP.

By 2045, Vietnam aims to rank among Asia’s top 10 countries in AI research, development and mastery, with AI becoming a core operating platform for the State, economy and society.
