The MoU was signed in Ha Noi on September 25 in the presence of Vietnamese Minister of Science and Technology Nguyen Manh Hung and WIPO President Daren Tang.

Under the MoU, the WIPO will help Viet Nam develop and enforce laws, strategies and action plans on intellectual property at national level, enhance capacity for organizations, small and medium-sized enterprises and startups.

During his ongoing two-day visit to Viet Nam, the WIPO Director General is set to attend the Global Innovation Index (GII) 2025 introduction workshop to provide latest information on GII 2025 report and Viet Nam's performance.

He will have a working session with leaders of the Intellectual Property Office of Viet Nam, visit the Posts and Telecommunication Institute of Technology to share his insights in the role of IP assets, and witness the launch ceremony of the Intellectual Property and Innovation Cooperation Alliance.

In addition, he will work with Viettel Group, the Ministry of Industry and Trade, the Ministry of Foreign Affairs, the Ministry of Culture, Sports and Tourism to promote bilateral cooperation on IP.

Viet Nam ranks 44th out of 139 economies on the WIPO's global innovation ranking for 2025, and second in the lower middle-income group, behind India (38th). 

In ASEAN, Viet Nam ranks third after Singapore (5th) and Malaysia (34th), and followed by Thailand (45th) and the Philippines (50th)./.
