According to the Ministry of Home Affairs' Department of Administrative Reform, 697 administrative procedures were abolished and a further 673 simplified during the first half of 2026.

Authorities also removed 1,754 business registration requirements, cutting processing times by 53% and compliance costs by 54.6% compared with 2024. Online processing rates reached 37.9% at central ministries and agencies and 93.57% at local authorities.

The Ministry of Public Security said the VNeID digital identity ecosystem is gradually becoming a unified digital citizen platform, enabling more convenient access to public and commercial services.

More than 505,000 businesses have adopted e-invoicing, issuing over 7.3 billion electronic invoices, while tax revenue from e-commerce rose 9% year-on-year to 114.2 trillion VND (about 4.3 billion USD).

Biometric authentication has also expanded rapidly. Banks have verified 161.2 million customer transactions using biometric identification, helping reduce fraud cases by around 60% and generating estimated annual savings of 652 billion VND (24.7 million USD). Similar technology at 19 airports has shortened passenger identity checks to just three to five seconds.

The Ministry of Home Affairs said public satisfaction with administrative services reached 83.09% nationwide in 2025, while the average Public Administration Reform Index (PAR Index) rose to a record 89.96% for provinces and cities.

Despite this progress, authorities acknowledged that fragmented databases, incompatible software systems and limited interoperability continue to hinder service delivery and increase cybersecurity risks.

The proposed national digital governance platform would not replace existing systems but serve as a unified digital management layer, connecting central and local authorities through shared data, real-time monitoring and performance indicators.

Officials believe the platform would improve policy implementation, reduce paperwork for citizens and businesses, strengthen data security and enable more efficient and responsive public governance.
