Under Prime Ministerial Decision No. 1242/QD-TTg, signed recently by Permanent Deputy Prime Minister Pham Gia Tuc,  the planning tasks for the general urban development of northern Bac Ninh province until 2050, with a vision toward 2075, has been approved.

The primary objective is to concretize the strategy to transform Bac Ninh, which shares a border with Hanoi,  into a centrally-governed city. This includes organizing urban spaces, distributing population, and ensuring rational land use to develop Bac Ninh into a model green, smart, modern, and civilized city.

Furthermore, economic growth will be closely integrated with environmental protection, utilizing science, technology, and innovation as the main drivers for development. The plan also emphasizes a balanced and harmonious urban-rural system across all regions of the province.

According to the decision, Bac Ninh is expected to become a key growth pole and a major development engine for the Hanoi Metropolitan Region and the Red River Delta. The city will be developed as a green, smart, and modern urban center. It will also serve as a vital transportation hub and a multimodal logistics center connecting domestic and international economic corridors.

The planning tasks also outline the development of administrative centers, as well as hubs for training, healthcare, culture, sports, and innovation. It identifies the establishment of modern logistics centers and Inland Container Depots (ICDs) linked to major transport nodes and the Gia Binh International Airport.

Additionally, the plan focuses on expanding the network of industrial parks, high-tech zones, Research and Development (R&D) centers, and industries specialized in electronics, semiconductors, and artificial intelligence (AI). The strategy also proposes the study of a "nuclear" urban area and a new, synchronized political-administrative-economic complex to coordinate development, infrastructure connectivity, public services, and key economic spaces.
