Nghe An has a detailed development direction outlined for the rest of this decade and beyond

The government of Nghe An is rolling up its sleeves in realising Resolution No.39/NQ-TW, released in July on building and developing the province towards 2030 with a vision to 2045; and September’s Decision No.1059/QD-TTg approving the planning orientation.

Thai Thanh Quy - Secretary Nghe An Party Committee Resolution 39 is a document of utmost importance, demonstrating the special attention of the Party and state towards the homeland of beloved Uncle Ho. It creates conditions for Nghe An province to develop commensurate with its position and role in the north-central region, in accordance with the wishes and expectations of the central government and the people. Deeply aware of the honour and responsibility given by the government, Nghe An Party Committee has researched and built an action programme to implement the resolution with urgency, promoting the responsibility and intelligence of collectives and individuals. Nghe An consistently implements two core goals throughout the action programme. By 2030, Nghe An will develop into a strong province for the country, with fast and sustainable economic development, imbued with the cultural identity of Vietnam and Nghe An. It will be the centre of the north-central region in a number of strong fields. By 2045, it will be a rapidly developing, sustainable, comprehensive, civilised, and modern province. Nghe An also maintains a consistent viewpoint in building the action programme: steadfastly pursuing the goal of sustainable development; comprehensive but focused development, determined to create breakthroughs in a number of key industries and fields. It will manage, exploit, and use natural resources reasonably and effectively, maintain ecological balance, proactively respond to climate change, and aim for a green and circular economy. Nghe An will ensure harmonious and balanced development among regions and regions, and between urban and rural areas. It will promote regional and intra-provincial connectivity, and consider regional development links as an inevitable trend and a driving force to connect and lead development.

Nguyen Duc Trung - Chairman Nghe An People’s Committee The fresh orientation for Nghe An is the basis for building the province up to become a strong locality for the whole country in future years. By 2030, Nghe An will be a well-developed province of the country, with a fast and sustainable economic development, imbued with the cultural identity of Vietnam. It will become a centre of the north-central region in terms of trade, health, education and training, sci-tech, industry, and high-tech agriculture; have a gradually modern infrastructure system; and will promote cultural and historical values. The ecological environment will also be protected, preserving nature and biodiversity, while national defence and security are firmly guaranteed in the plan. Towards 2050, Nghe An will be a comprehensively developed, civilised, modern province of the country and imbued with the cultural identity of both Vietnam and Nghe An. It will be an important development driving force for the north-central region. The people's material and spiritual life will reach a high level. Cultural, historical, and traditional values and natural ecosystems will be preserved and promoted, and national defence and security will be firmly secured.

“These are considered important legal frameworks for Nghe An to create a breakthrough in its future development,” said Nguyen Duc Trung, Chairman of Nghe An People’s Committee.

To successfully implement the goals set out in Resolution 39, the Politburo clearly states that building and developing Nghe An province must be commensurate with its position, role, and importance as the homeland of President Ho Chi Minh.

The resolution sets out nine tasks and solutions to unify awareness, innovate thinking, and arouse the desire for comprehensive, faster, and stronger development. It promotes traditions and culture imbued with the identity of Nghe An, becoming a driving force and endogenous resource for development. At the same time, it builds and implements planning and management, as well as strengthens development connectivity.

At a conference in September, Truong Thi Mai, Head of the Party Central Committee’s Organisation Committee, said, “The implementation of Resolution 39 must be placed in the overall development of the region and the whole country, and must create motivation and stronger connections, especially with the two adjacent provinces of Thanh Hoa and Ha Tinh, as well as localities of Laos that share a common border.”

That month, Deputy Prime Minister Tran Hong Ha approved Nghe An’s planning for 2021-2030, with a vision to 2050. According to the plan, to achieve the above goals, the plan proposes breakthroughs in the development of Nghe An province such as developing an expanded Vinh city and Southeast Nghe An Economic Zone.

Furthermore, Nghe An needs to implement strategic breakthroughs including synchronously perfecting institutions and policies; strongly improving the investment and business environment with outstanding competitiveness; and strengthening decentralisation while promoting initiative, creativity, and responsibility of all levels and sectors.

At the same time, Nghe An needs to focus on investing and creating a breakthrough in building synchronous and modern infrastructure to meet development requirements, including strongly developing strategic transport infrastructure.

Nghe An will prioritise the comprehensive development of human resources, science, technology, and innovation associated with promoting the cultural and people values of the province. A focus on education and training and attracting high-quality human resources will also be experienced.

The plan identifies the formation and development of the Coastal Economic Corridor associated with the National Highway No.1, the eastern portion of the North-South Expressway, the Ho Chi Minh Road Economic Corridor; and corridors for national highways 7A and 48A.

Also, Nghe An will prioritise the development of five pillar industries and fields. These include industrial development, with a focus is on processing and manufacturing; trade and services, especially in high-quality education; tourism development, based on historical, resort, marine, and entertainment tourism as well as ecotourism; high-tech agriculture; and developing the marine economy associated with ensuring national defence and security.

Regarding urban development, Nghe An will focus on investing in the expanded urban areas for Vinh, Hoang Mai (developed in association with Quynh Luu), Thai Hoa (developed alongside Nghia Dan), Dien Chau, Do Luong, and Con Cuong.
