Taiwan semiconductor group to invest extra $120 mln in northern Vietnam

Universal Scientific Industrial (Shanghai) Co Ltd (USI-SH), a subsidiary of ASE Technology Holding, has approved an additional $120 million investment in Vietnam's northern city of Haiphong, as the company expands into products serving data centers and artificial intelligence.

ASE Technology Holding said in a notice to the Taiwan Stock Exchange that the board of USI-SH had approved the extra investment in Universal Scientific Industrial Vietnam Co Ltd (USI Vietnam).
USI-SH will make the investment through Universal Global Technology Co Ltd, a wholly owned subsidiary of USI-SH. The investment aims to meet "business development needs".
Following the transaction, USI-SH said the cumulative value of its investment in USI Vietnam would reach $235 million, representing a 100% ownership stake.
From $42 million project to $290 million scale
USI began planning its investment in Vietnam in late 2019, when it announced plans to build a new manufacturing facility in Hai Phong as part of its global production network expansion. It was USI's first manufacturing facility in Southeast Asia.
At the time, the company announced a planned investment of $42 million through Universal Global Technology to build the facility on a site of about 65,000 square meters at the DEEP C Industrial Zones in Hai Phong.
The first phase of the plant officially began production on July 29, 2021, focusing on system-in-package (SiP) electronic modules integrating multiple components into a single package for wearable devices.
USI initially targeted annual capacity of more than 10 million modules once the plant reached full operation.
The investment scale was subsequently expanded several times. In November 2024, the Haiphong Economic Zone Authority said the USI project at the DEEP C Industrial Zones had received approval for an increase in investment capital to $290 million from $215 million, an additional $75 million.
According to the authority, the project manufactures, processes and assembles electronic circuit boards, wearable devices, smart handheld devices, and consumer electronics.
Under the amended investment certificate, the project has an annual production capacity of 260 million products and is expected to generate around $500 million in exports a year.
In December 2025, USI said its Haiphong plant generated more than $800 million in revenue in 2025 from SiP modules for smartwatches and industrial products.
Bringing AI, data-center products to Hai Phong
Alongside expanding production, USI is introducing higher-technology products at its Hai Phong facility.
In December 2025, the company announced plans to build monthly production capacity of 100,000 800G/1.6T optical transceiver modules using silicon photonics technology at the Hai Phong plant.
The production line is expected to include manufacturing integrated optical engines for high-speed data transmission modules, assembling optical transceiver modules, and conducting final testing.
The plan is part of USI's strategy to expand its data-center business, covering server circuit boards and AI accelerator cards, optical engines, optical modules, and power solutions for AI servers.
The company said investment in optical module manufacturing capacity in Vietnam was aimed at meeting demand from the North American market.
USI is also preparing for the possibility of building a second manufacturing facility in Hai Phong.
The company said it had signed a memorandum of understanding with Saigon-Haiphong Industrial Park JSC (SHP), the developer of Trang Due Industrial Park, and expressed an initial intention to acquire land there. The two sides will move towards a formal agreement depending on actual operational requirements.
USI-SH is listed on the Shanghai Stock Exchange and is a subsidiary of ASE Technology Holding Co Ltd, which is listed in Taiwan and New York. USI designs and manufactures electronic products, with expertise in SiP technology.
ASE Technology Holding combines semiconductor packaging and testing and electronic manufacturing services through its ASE, SPIL and USI businesses. ASE is a leading provider of semiconductor packaging and testing services.
