The project, proposed by Sun Group’s subsidiary Quang Binh Sun Co Ltd, is currently undergoing public consultation for its environmental impact assessment, according to the provincial Department of Agriculture and Environment.
It is expected to cover more than 167 hectares around U Bo mountain and Thac Chuoi lake in the former Quang Binh province, now part of Quang Tri.
It will span three communes, Thuong Trach, Truong Son and Bo Trach, including nearly 82 hectares around the summit of U Bo mountain, over 76 hectares at the mountain's foothills, as well as a central station and cable-car tower foundations.
The developer said the project area is currently uninhabited. Forest-use conversion procedures and site clearance have been completed.
The complex will include two- to three-storey resort villas, three- to five-star hotels and landmark buildings of up to about 15 floors. Other facilities will include serviced apartments, commercial and serviced buildings, and a shopping and entertainment street.
Five cable-car lines are planned to connect the foothills with the central station and other parts of the complex.
Once completed, the project is expected to become a high-end tourism and leisure destination with three- to five-star accommodation facilities, capable of receiving about three million visitors a year.
The project is expected to operate for 70 years, with construction and commissioning scheduled from the third quarter of 2026 to the second quarter of 2037.
U Bo mountain lies more than 1,000 meters above sea level and is part of the U Bo mountain range east of Phong Nha-Ke Bang National Park. Thac Chuoi is a reservoir with a capacity of about 33 million cubic meters located east of the mountain.
The two sites are known for their relatively pristine natural landscapes and cooler climate, offering potential for tourism development in Quang Tri.
Quang Tri province covers about 12,700 square kilometers and has a population of more than 1.86 million. It is home to Phong Nha-Ke Bang National Park, a UNESCO World Heritage Site, as well as a long coastline with popular beaches such as Cua Viet, Cua Tung, Nhat Le, and Bao Ninh.
Sun Group is also developing three mixed-use urban projects in Quang Tri along the Nhat Le and Le Ky rivers and in central Dong Hoi. The projects cover nearly 780 hectares and have a total investment of more than VND38 trillion ($1.46 billion).
