The complex, developed by Long Son Petrochemicals Co. Ltd. (LSP), is designed to produce petrochemical products including ethylene, propylene, 1,3-butadiene, high-density polyethylene (HDPE), linear low-density polyethylene (LLDPE), and polypropylene. LSP is wholly owned by SCG Chemicals (SCGC), a subsidiary of Thailand’s SCG Group.
The project, located in Long Son commune, covers approximately 398 hectares of land, 66 hectares of water-covered land, and around 194 hectares of water surface for port facilities.
According to LSP, the complex began operations in 2022 but suspended production in mid-May 2026 amid difficulties in the global petrochemical market, feedstock supply constraints, and logistics challenges. The shutdown could continue until March 2027.
During the suspension, the company continues trading activities and supplying polyolefin products to the domestic market. It is also implementing additional investment works to improve feedstock infrastructure and modify production technology.
As of June 2026, construction of the main feedstock storage tanks was 61.5% complete, while modifications to the olefins plant to enable the use of ethane had reached 42.9%. Both projects are expected to be completed in the fourth quarter of 2028.
Following the upgrade, the complex will have an annual olefins production capacity of up to 1.35 million tons. It is designed to produce more than 1.4 million tons of polyethylene, polypropylene, and other petrochemical products annually, with the aim of replacing imported polyolefins in Vietnam.
Under the updated approval, the Ho Chi Minh City People's Committee asked LSP to remain legally responsible for the accuracy of its submission documents and to proactively secure and allocate sufficient capital to meet project timelines.
LSP is also required to collaborate closely with local authorities in Long Son commune on detailed planning to ensure alignment with HCMC's broader zoning master plan and current regulatory frameworks.
According to its H1 earnings report, SCG posted $1.42 billion in revenue from its Vietnam operations in January-June, more than doubling from a year earlier. The income rose 126% year-on-year, driven by improved operating performance thanks to stronger demand across its building materials and packaging businesses, and the resumption of production at LSP late last year.
