The National Assembly delegation of northern Quang Ninh Province has submitted a proposal to the National Assembly, requesting the addition of a new expressway connecting the Hai Phong–Ha Long Expressway with Hanoi Ring Road 5 to the national road network master plan for 2021–2030, with a vision to 2050.

Under the proposal, the projected expressway would extend approximately 55 km, starting at the Ha Long Xanh Interchange in Tuan Chau Ward, Quang Ninh Province, and ending at a connection with Hanoi Ring Road 5 in Tran Nhan Tong Ward, Hai Phong City.

The route is planned as a six-lane expressway with a design speed of 100–120 kph. In parallel with the expressway, Quang Ninh is developing a network of four-lane frontage roads on both sides of the corridor, which are expected to be completed in 2026.

According to the provincial delegation, the proposed project would help complete Vietnam's national transport network while creating a new economic corridor linking Quang Ninh, Hai Phong, and the Hanoi Capital Region.

The expressway is also expected to strengthen regional connectivity, enhance freight capacity, and support the development of industry, logistics, tourism, and services. In addition, it would improve access to seaports, airports, economic zones, and major cultural and natural heritage sites, while contributing to national defense, security, and the sustainable development of the country's northeastern region.
