According to the Quang Ninh Customs Department, in the coming period, the department will require all affiliated units to continue organizing the dissemination of information to officials and employees to raise awareness of the significance and importance of developing Customs-Business partnerships. This awareness must be translated into practical actions to support and accompany businesses.
The Quang Ninh Customs Department also requires units to adhere to and effectively implement the core contents of Customs-Business partnership development activities (including: Information, Consultation, Participation, Cooperation), and to continue innovating and proposing creative approaches to developing partnerships with businesses and other stakeholders.
In particular, the Quang Ninh Customs Department links Customs-Business partnership development activities with customs reform, modernization, digital transformation, preferential treatment for businesses, and activities to encourage businesses to voluntarily comply with the law.
The department will prioritize encouraging and facilitating the business community and stakeholders to participate in perfecting customs policies and laws, participate in implementing programs and projects on customs reform, modernization, administrative reform, and digital transformation of the customs sector.
The department will regularly exchange information and grasp the concerns of businesses related to import-export policies, tax policies, customs procedures, etc., to receive and promptly resolve difficulties for businesses.
At the same time, the department will strengthen training for businesses on practical content related to policies for import-export goods, certificates of origin, intellectual property, coding, tax rates, valuation, administrative violations, etc.
At the 2024 Customs-Business Forum, Deputy Director of Quang Ninh Customs Department, Bui Ngoc Loi, said that the department has implemented many initiatives in developing Customs-Business partnerships.
One notable initiative is the CDCI (Customs Department Competitiveness Index), which was officially pioneered by the Quang Ninh Customs Department nationwide and is considered a provincial version of the DDCI. This index has been implemented for eight consecutive years to maintain an important, effective, and reliable information channel to assess the management quality, operations, and business support of subordinate customs departments.
At the same time, the department hopes to access businesses' feedback to identify weaknesses that need to be addressed, as well as businesses' expectations so that the department can strive to create a truly favorable, transparent, and equitable investment and business environment for businesses participating in import-export activities in the area.
In practice, in the first year of implementation (2017), the Quang Ninh Customs Department took the lead in the DDCI index, with a score of 76.2, an increase of 18.72 points compared to 2016 (in 2016, it ranked fourth with 57.48 points).
