The Government has officially issued a Resolution approving the proposal to establish Quang Ninh as a centrally governed city, as suggested by the Ministry of Home Affairs in Document No. 7949/TTr-BNV dated 24/7/2026.
According to the Resolution, the Ministry of Home Affairs will lead and coordinate with relevant ministries and sectors to fully incorporate the opinions of Government members to complete the Proposal, Project, and draft Resolution of the National Assembly on establishing Quang Ninh as a centrally governed city as per regulations.
The Government assigns the Minister of Home Affairs, authorized by the Prime Minister, to sign the Proposal, Project, and Report on the reception, explanation, and amendment of the Proposal dossier for establishing Quang Ninh as a centrally governed city, based on the opinions of the National Assembly, the Standing Committee of the National Assembly, the agencies of the National Assembly, and National Assembly deputies.
After more than a decade of renewing its growth model, Quang Ninh has established itself as one of the most dynamic localities in the country. The Gross Regional Domestic Product (GRDP) growth rate has consistently been among the leaders, the economic scale has continuously expanded, the investment and business environment has been significantly improved, and the transportation infrastructure system has become increasingly synchronized.
The highways connecting Hai Phong-Ha Long-Van Don-Mong Cai, Van Don International Airport, the deep-water seaport system, and the logistics network are gradually shaping Quang Ninh into a crucial trade gateway between Vietnam, China, and Northeast Asia.
This is considered an important foundation for the locality to aim for a higher goal of becoming a centrally governed city, with a development model based on a multi-polar urban system, rather than focusing solely on a single administrative center as before.
One of the greatest advantages when Quang Ninh becomes a centrally governed city is the ability to expand development space. Unlike a single-polar urban model, Quang Ninh possesses a system of urban areas with distinct functions such as Ha Long as the administrative-tourism center; Cam Pha developing industry and services; Uong Bi as the cultural and educational center; Mong Cai serving as an international gateway; and Van Don aiming to be a center for marine economy, tourism, and innovation.
Connecting these growth poles will create a modern urban network, effectively exploiting the potential of each locality while reducing pressure on a single center.
The new development space also allows Quang Ninh to attract large-scale projects in high-tech industries, digital economy, green economy, financial services, logistics, and high-quality tourism.
Becoming a centrally governed city is expected to enhance Quang Ninh's attractiveness to both domestic and international investors.
With advantages in geographical location, infrastructure, and administrative reform mechanisms leading the country for many years, Quang Ninh will have more favorable conditions in urban development planning, resource mobilization, and implementation of large-scale projects.
In particular, the connection with the growth triangle of Hanoi - Hai Phong - Quang Ninh will continue to be strengthened, forming a chain of links in industry, logistics, seaports, international trade, and innovation, contributing to enhancing the competitiveness of the entire region.
Additionally, the locality will have more room to develop new economic sectors such as semiconductor industry, artificial intelligence, clean energy, financial services, and data centers – fields that the Government is prioritizing for promotion.

Quang Ninh's outstanding advantage is its possession of over 250 km of coastline, a system of seaports, international gateways, and the World Natural Heritage Ha Long Bay.
When it becomes a centrally governed city, the locality will have the conditions to more strongly promote its role as the Northern marine economic center, combining industrial development, seaports, logistics with high-quality tourism and services.
Along with that, the Van Don Economic Zone, Mong Cai Border Gate Economic Zone, and coastal industrial zones will continue to play a role as new growth drivers, contributing to making Quang Ninh a hub connecting ASEAN with the Chinese market and Northeast Asia.

Besides the great prospects, aiming for a centrally governed city model also sets higher requirements for urban management, development planning, environmental protection, and improving the quality of life for residents.
Quang Ninh needs to continue perfecting its digital infrastructure system, developing digital governance, smart cities, while ensuring harmony between economic growth and the preservation of natural values, especially the World Natural Heritage Ha Long Bay.
In addition, the locality also needs to prepare a high-quality workforce, enhance management capacity, and accelerate institutional reform to meet the development requirements in the new phase.
The orientation to build Quang Ninh into a centrally governed city is not merely a change in boundaries or administrative level, but a strategic step to maximize existing advantages and create long-term development space for the locality.
With a solid economic foundation, modern infrastructure system, special geo-economic position, and strong determination for innovation, Quang Ninh is poised for a breakthrough to become the marine economic, logistics, tourism, and innovation center of the Northern region.
If this goal is successfully realized, Quang Ninh will not only open a new development opportunity for itself but also contribute to forming a growth pole with strong spillover effects for the entire Red River Delta and Northeast region in the coming decades.
