The policy was announced by the Deputy Minister of Industry and Trade Do Thang Hai at a workshop organised by the Ministry of Industry and Trade together with Thai Binh People’s Committee on March 30. The workshop discussed ways to promote investment and create regional business linkages, aiming to consolidate the implementation of Politburo Resolution 30-NQ/TW on the Red River Delta development.

The Red River Delta comprises 11 cities and provinces, including Hanoi, Haiphong, Thai Binh, Nam Dinh, and Ninh Binh, with Hanoi and Haiphong as centrally governed cities. The delta is in a favourable geographic and political position for socioeconomic development, as it lies between the northeastern and northwestern regions, and between the northern mountainous areas and the central region. The delta is also adjacent to the Chinese market, with access to other northeast Asian countries, helping the northern provinces promote trade with the world.

Speaking at the workshop, Minister of Planning and Investment Nguyen Chi Dung said, “The promotion of Resolution 30 is important to help maximise the potential of the Red River Delta to create the driving force behind breakthrough growth in the region.”

The Red River Delta still faces several challenges, among them planning, mechanisms and policies, and a lack of investment, especially in infrastructure, with many projects on the priority list delayed or stagnant due to lack of capital. These include the Noi Bai-Ha Long Expressway, Hanoi’s Ring Road No. 5, the Da River surface water plant, and a coastal route through five localities.

Minister Dung also presented key areas that the development of the Red River Delta needs to concentrate on. "The region needs to improve mechanisms and policies for regional linkage development, promote high-tech industry, and develop organic, circular agriculture while building modern rural areas. The delta also must develop harmoniously with the environment and society," he said.

Local officials and business leaders attending the workshop proposed speeding up planning for the Red River Delta to remove infrastructure bottlenecks and promote regional linkages.

Standing Vice Chairman of Thai Binh People's Committee Nguyen Quang Hung said, “The development of investment and the creation of regional links is a key political task. Thai Binh expects to continue to receive the support of ministries, central agencies, investors, and the business community. In addition, the province also expects to be an ideal destination for domestic and foreign businesses and investors.”
