Quang Ninh has won the PCI 2022 championship for the sixth year in a row.

Quang Ninh remains the leading province in the PCI Index in 2021, with a composite PCI score of 73.02 points in 2022. As a result, Quang Ninh has been the champion of this index for six years in a row. Bac Giang follows Quang Ninh in second place in the PCI 2022 rating with an amazing score of 72.8 points. Hai Phong, Ba Ria - Vung Tau, and Dong Thap are among the five provinces and cities leading PCI 2022. Hai Phong is ranked third in the PCI 2022 rankings with a score of 70.76.

Ba Ria - Vung Tau is ranked fourth with 70.26 points. This is the first time the municipality has been listed in the Top 5 of the top 5 municipalities in terms of PCI economic management quality. Previously, the province's highest position was 6/63 in 2011. Dong Thap province is ranked fifth in the PCI 2022 rankings, with 69.68 points. Dong Thap is a well-known name in the PCI Top 5. Since PCI 2007, the province has spent six straight years in the top five for operating quality. Dong Thap was scored highly in a variety of transparency metrics, including access to legal papers (ranked 2/63), access to planning documents (ranked 7/63), and the quality of the province web site (ranked 7/63).

Provinces and cities contribute to the remaining slots in the top 10 PCI 2022: Thua Thien Hue, Bac Ninh, Vinh Phuc, Da Nang, and Long An, respectively. Except for Long An, which rose six places to 16/63 on the PCI 2021, the remaining locales are all in the top ten.
