Novaland (HoSE: NVL), a leading Vietnamese real estate developer, plans to recruit about 15,000 workers to support construction and operations at its flagship Aqua City urban area in the southern province of Dong Nai.

Photo courtesy of Novaland.In a proposal sent to the provincial People’s Committee and the Department of Home Affairs, the developer asked for coordination to organize job counseling and recruitment programs for the Aqua City urban area, local media reported.
Novaland is developing the eco-urban project in Long Hung and Tam Phuoc wards. As the project enters peak construction and prepares to bring more components into operation, labor demand is expected to surge across a wide range of roles, including engineers, construction supervisors and technical workers, project management staff, operations and maintenance personnel, as well as service, security, landscaping, and environmental sanitation workers.
The company said it intends to prioritize local hiring to create stable employment opportunities for residents, contributing to income growth and social welfare while leveraging Dong Nai’s workforce.
Aqua City is the largest real estate project in Dong Nai province, covering more than 1,000 hectares with total planned investment of around $8 billion. Located along the Dong Nai River and opposite Vinhomes Grand Park, the development is positioned as a key driver of Novaland’s long-term recovery.
Designed as a sustainable eco-urban township, roughly 70% of the area is allocated to green space, transport infrastructure and internal amenities. Upon completion, the project is expected to accommodate about 60,000 residents.
However, since 2021 the project had been largely suspended due to planning issues and disagreements over land allocation for social housing.
In June 2025, Aqua City was effectively revived after its sub-projects, including Aqua City and Aqua Waterfront City, received approval for adjustments to their detailed 1/500-scale construction plans.
To date, more than 1,000 townhouses and villas have been handed over to buyers, with many residents already moving in. Nearly 2,400 units are now eligible for sale contracts, and several utilities have been completed and put into operation.
The project is expected to be fully completed in 2026, with around 9,200 units scheduled for handover during 2026-2027.
Novaland estimates the Aqua City complex may contribute about VND23 trillion ($885.64 million) to the state budget between 2025 and 2028.
Dong Nai is an industrial hub in southern Vietnam. Binh Phuoc and Dong Nai last July merged to form the new Dong Nai province, which neighbors Lam Dong, Tay Ninh, Ho Chi Minh City, and Cambodia.
