A tax authority updates businesses on new tax regulations and policies

According to representatives from VCCI’s regional branch, the forum not only strengthened connections between enterprises and government agencies but also reflected a shared commitment to supporting businesses in overcoming difficulties and promoting sustainable recovery and growth. Regular dialogues help enterprises stay informed of new policies and promptly resolve issues arising in tax implementation.

Representatives from the Nghe An Department of Taxation provided an overview of the province’s socio-economic performance and budget revenue results over the first nine months of the year. Total local budget revenue exceeded VND18 trillion, meeting the planned progress. Notably, 75% of this amount came from business and production activities, highlighting the pivotal role of enterprises in driving local economic development.

The Department’s Risk Data Management Division also introduced a series of new tax policies issued following the adoption of the two-tier local government model. From July 1 to date, about 100 new legal documents related to tax policy have been promulgated. Key highlights include the application of e-invoices, rules on deductible input costs, and the rollout of the plan to abolish fixed tax schemes for household businesses starting in January 2026.

The government has also introduced tax exemption and reduction policies to promote green production, cut greenhouse gas emissions, and enable carbon credit exports. The tax authority encouraged businesses to study and apply these preferential policies effectively to maximize incentives and contribute to green growth and sustainable transformation.

Beyond policy updates, the forum also provided a platform for businesses to raise concerns and propose solutions regarding tax implementation. Many business representatives suggested that the government and the Ministry of Finance soon issue guiding circulars and decrees for the Law on Support for Small and Medium Enterprises and amend Decree 181/2025/ND-CP detailing the implementation of the Law on Value-Added Tax. Proposals focused on clarifying regulations on deductible costs for enterprises and contractors, as well as on tax refund and reduction policies for firms eligible for incentives or participating in community projects.

Several enterprises in transport, construction, and export also recommended reducing penalties for delays in issuing invoices, citing objective operational factors. These recommendations were considered practical, reflecting the real needs of businesses adapting to the increasing number of regulations on e-invoicing and digital documentation.

Responding to business concerns, Mai Dinh Tu, Deputy Director of the Nghe An Department of Taxation, directly addressed and clarified various issues within local jurisdiction. He affirmed that the Nghe An Tax Department views businesses as key partners, focusing not only on budget collection but also on facilitating and supporting business operations.

For matters beyond its authority or those governed by central regulations, the Nghe An Department of Taxation will consolidate and report them to the Ministry of Finance and the government for timely review and resolution.
