According to the MoC’s report, during the period, the ministry submitted and got approval from the National Assembly for one resolution; submitted two resolutions to the government for issuance; and issued four circulars.

In the management of construction investment and infrastructure development, the disbursement for the North-South Expressway projects in the East in the 2021-2025 period has reached about VND74.7 trillion ($3 billion), meeting about 78 per cent of the contract value. Of which, a number of component projects have been implemented on schedule and have a disbursement rate of over 80 per cent of the contract.

Up to now, the ministry has promoted decentralisation of construction investment, reporting to the prime minister to assign localities to implement five expressways: Bac Kan – Cao Bang; Tuyen Quang - Ha Giang (phase 2); Vinh – Thanh Thuy; Quang Ngai – Kon Tum; Quy Nhon – Pleiku.

Transportation activities also recorded positive growth in both transport output and turnover, meeting the needs of socioeconomic development.

In addition, the MoC paid special attention to reviewing, developing, and compiling regulations and standards, especially those in the railway sector; continuing to implement the enterprise restructuring plan and approving the 2025 business production plan of state-owned enterprises in which the ministry is the owner representative for the period 2022-2025.

In order to achieve the growth target of 8 per cent or higher in 2025, in June 2025, the ministry proposed many specific tasks and solutions. The focus is on developing and completing the draft laws, especially completing the amendments to the Railway Law, supplementing specific and special mechanisms and policies to implement projects as quickly as possible, and submitting them to the National Assembly for consideration and approval at the upcoming 9th session.

The ministry also boosted disbursement of capital for projects, considering it as a key task. And this June, the project management boards will focus on disbursing all registered capital each month at an average of VND8.7 trillion ($348 million) a month.

The leaders of the ministry and agencies will continue to work with localities and major cargo hubs such as seaports, inland waterway ports, and airports to remove obstacles and study solutions to promote transport growth and ensure traffic safety; study and propose adjustments to the master plan for the transport network to ensure suitability with the new development space after the merger of provinces and cities.

The government is advancing two key real estate reforms to streamline housing development and land management. First, officials will finalise a pilot scheme for a centralised, state-managed platform for real estate transactions and land-use rights, which they aim to present to the prime minister by mid-2025. Second, authorities are developing a proposal to allow state-owned enterprises to acquire land for social housing projects without competitive bidding – a measure intended to accelerate affordable housing construction. Both initiatives are slated for government review in the second quarter of 2025, signalling an effort to address systemic bottlenecks in Vietnam's property sector.

To ensure the best implementation of these tasks, Minister Minh requested that deputy ministers of Construction continue to closely direct the agencies, units, and fields assigned to them, ensuring that the tasks are carried out on schedule and with quality assurance.

"Agencies and units must focus all resources on building and perfecting the legal and policy institutions of the construction industry; perfecting the system of construction technical standards and regulations; reforming administrative procedures, cutting down and simplifying business procedures in the construction industry; closely following and effectively implementing tasks according to the set plan," said Minister Minh.
