Developing infrastructure to advance industrial growth
The Resolution of the Tuyen Quang Provincial Party Congress for the 2025-2030 term identifies industry as a key driver of economic growth. Based on this direction, the IPs and EZs Management Board has advised the provincial People's Committee on measures to expand industrial development, improve the quality of investment attraction, and complete technical infrastructure.

During the first six months of 2026, the IPs and EZs Management Board inspected and worked with 35 projects in IPs and EZs, revised investment policies for four projects, and approved two new investment projects. As of May 31, 2026, the province had 96 investment projects in IPs and EZs with total registered capital exceeding VND12.292 trillion (US$491.7 million). Alongside investment promotion, it is completing planning for IPs and EZs in a coordinated and modern manner. It is preparing plans for three IPs and one EZ while accelerating site clearance and creating ready-to-build land at Long Binh An IP for new investment projects.

Alongside investment promotion, the IPs and EZs Management Board is advancing the coordinated, modern development of industrial parks (IPs) and economic zones (EZs) by preparing plans for three IPs and one EZ, while accelerating site clearance and creating ready-to-build land at Long Binh An IP to support new investment projects.
Under Decision 387/QD-UBND dated February 26, 2026, the province plans to develop 12 IPs covering more than 2,866 ha. Two are already operating, two are undergoing site clearance and investment procedures, three are preparing subdivision plans, two are under expansion studies, and the remaining parks are completing planning in line with the implementation roadmap.
To improve the quality of investment attraction, the IPs and EZs Management Board has made infrastructure development and the creation of ready-to-build land its top priorities. During the first half of 2026, it granted investment registration certificates for two infrastructure development projects at Nhu Khe-Doi Can IP and Tam Da IP. It also began expanding Long Binh An IP and Tam Da IP while preparing plans for Son Thuy, Phu Luong-Truong Sinh, and Yen Son industrial parks.
The IPs and EZs Management Board has worked closely with local authorities to accelerate site clearance, resolve land-related issues, and create ready-to-build land for investment projects. The provincial People's Committee has directed departments, agencies, and local authorities to prioritize resources for industrial development, speed up planning, infrastructure construction, and site clearance, and strengthen coordination to improve the investment climate.
Supporting businesses for sustainable development
Alongside infrastructure development, the IPs and EZs Management Board continues to prioritize administrative reform and business support. It works closely with provincial departments and local authorities to handle procedures related to investment, construction, land, and environmental matters, monitor the progress of infrastructure projects, and proactively resolve issues during project implementation.
On June 30, 2026, the IPs and EZs Management Board held a conference to address business challenges, support production and business activities, and attract investment, with participation from provincial departments, agencies, and 30 enterprises operating in IPs and EZs. Based on feedback from businesses, the Board worked with relevant authorities to identify solutions and continue supporting project implementation.

In the coming period, the IPs and EZs Management Board will continue serving as the lead agency for policy advice, infrastructure development, and improving the investment environment. Priorities include accelerating industrial park planning and infrastructure investment, creating ready-to-build land, advancing administrative reform, expanding digital transformation in management, and helping businesses resolve implementation challenges. In attracting investment, Tuyen Quang gives priority to investors with strong financial capacity, advanced technology, and environmentally friendly projects while developing green, eco-industrial parks that use land resources efficiently. The goal is to create new growth centers, generate jobs, increase budget revenue, and strengthen the province's competitiveness. |
Thanks to regular dialogue with businesses, production activities in IPs have remained stable. During the first six months of 2026, enterprises in the parks generated industrial production value of approximately VND2.89 trillion (US$115.6 million), equal to 16.01% of the province's industrial production target for the period, while contributing approximately VND60 billion (US$2.4 million) to the provincial budget.
Tuyen Quang is shifting its investment strategy from focusing on quantity to prioritizing quality and efficiency. Under the direction of the provincial People's Committee, investment in industrial parks must ensure efficient land use while giving priority to investors with strong financial capacity, proven experience, and a commitment to implementing projects on schedule. The IPs and EZs Management Board has also developed industry classifications for each industrial park to ensure compatibility, minimize conflicts among production activities, and gradually build specialized industrial parks with strong industrial linkages.
Infrastructure projects are required to include synchronized wastewater treatment systems and environmental protection facilities from the outset, supporting the development of green, modern, and sustainable industrial parks that meet the province's green transition and economic integration goals.
