This is an important step toward fully institutionalising the contents assigned by the National Assembly to the Government for detailed regulation, thereby creating a unified, consistent, and feasible legal basis to enhance the effectiveness and efficiency of state budget management in the new development phase.

Speaking at the conference, Deputy Minister of Finance Nguyen Duc Chi affirmed that the 2025 State Budget Law is a legislative project with a wide scope and profound impact on all sectors and localities nationwide. The law serves as a fundamental pillar for achieving the country’s socio-economic development goals in the new era. In this revision, the National Assembly assigned the Standing Committee of the National Assembly to detail four items, and the Government to detail 26 items. Based on that, the Ministry of Finance was tasked with drafting three resolutions of the Standing Committee and six decrees of the Government.

The draft Decree presented for feedback at this conference is a critical document detailing 20 out of the 26 items assigned by the National Assembly to the Government. This Decree is intended to replace the current Decree No. 163/2016/ND-CP, which was issued to guide the implementation of the 2015 State Budget Law but is now outdated and no longer aligns with the foundational changes in the amended 2025 State Budget Law.

Based on the official legislative dossier and the results of coordination and consultations with National Assembly bodies during the drafting, reviewing, and revision process, the Ministry of Finance has proactively prepared the submission dossier to the Government and simultaneously drafted the Decree. The Ministry also issued Official Dispatch No. 18130/BTC-NSNN dated June 20, 2025 to ministries, sectors, central agencies, and localities to collect feedback; the draft has also been posted on the Government Portal and the Ministry of Finance’s website for public consultation.

Nguyen Duc Chi emphasised that this conference is the next step to continue collecting opinions on the revised contents after the National Assembly passed the Law, with the aim of ensuring that the draft Decree is comprehensive, closely aligned with reality, and highly feasible in its implementation.

Within the framework of the conference, delegates focused their discussions on many important topics. These included the conditions and methods for determining budget deficits; mechanisms for managing and accounting public debt borrowing and repayment; approaches to providing budget support for off-budget financial funds; the reception and management of voluntary donations and aid; and budget support for social organisations.
