In early September, the Ministry of Natural Resources and Environment publicly consulted on the environmental impact assessment report of a road project connecting tourism culture heritage and promoting economic development along the Red River, invested by Hung Yen Department of Transport.

The route will travel 55.68km long along the Red River, with a total investment value surpassing $415 million

As the project investor, Hung Yen Department of Transport will coordinate with the design and environmental consulting unit to conduct detailed project design and establish an environmental management plan.

The route will be 55.68km long, passing through the districts of Van Giang, Khoai Chau, Kim Dong, and Hung Yen city. The project’s total investment value according to the policy approved by Hung Yen People's Council surpasses $386 million, meanwhile the total investment value according to the design report reaches $415 million.

The route aims to complement the traffic infrastructure, connecting cultural heritage and tourism to develop the economy along the Red River.

The area near the heritage route accommodates many pagodas, temples and historical relics such as Nhan Thap Pagoda, Me So Pagoda, the Da Hoa temple national historical relic that pays worships to Chu Dong Tu and Princess Tien Dung, Dang Chau Pagoda, Cot Temple, Dong Tu Linh Temple, May King Tomb, and Mother Au Co Temple. The investment in construction of the route will facilitate the exploitation of these spiritual sites.

When completed, the route would create a breakthrough in the development of the province's transport infrastructure; contributing to the formation of a regional route connecting cultural and spiritual heritage works along the Red River, particularly along the Thang Long - Pho Hien - Tam Chuc - Bai Dinh - Huong Pagoda axis; as well as linking traffic in the Hanoi - Hung Yen - Ha Nam - Ninh Binh region.

At the same time, the route will bolster the demand for goods transportation and; effectively avail of the available land along both sides of the route; develop and form industrial clusters, urban areas, and tourist service areas; as well as entice investment for localities where the route passes through, including the districts of Van Giang, Khoai Chau, Kim Dong and Hung Yen city.

The route will coincide with the Red River dike road (Provincial Road No.378) for about 3km

The route starts at the border of Hung Yen and Hanoi in Van Giang district, and the end point intersecting the left dike of the Red River at Km133+500 in Tan Hung commune, Hung Yen city.

The route will coincide with the left dike of the Red River (Provincial Road No.378), then the route will separate and go close to the dike towards the riverbank, with some sections being 1-1.5km from the existing dike on average.

The main road is designed to ensure technical requirements for a Class II road, with a design speed of 100km per hour; the side road is designed to ensure requirements equivalent to a Class IV road, with a design speed of 60km per hour.

The route will encompass two overpasses crossing an irrigation canal at Lien Nghia and Nghi Xuyen pumping stations, and Nghi Xuyen Bridge, suitable for the scale of crossing rivers and irrigation canals.

The design of intersections must ensure compliance with planning, traffic safety and traffic capacity through intersections.

The project requires conversion of the land use purpose of over 19hectares of rice fields, affecting 245 households, of which 204 households will be resettled.

The construction of the project will take place from 2024 to 2026.
