Nguyen Van Thang, Deputy General Director of Ecoland Industrial Park Management JSC, said Hung Yen’s industrial parks appeal strongly to both domestic and foreign investors because they are sited in areas well suited to infrastructure development, are linked to external transport networks and offer a business-friendly investment climate.

Land clearance has also proceeded fairly smoothly, enabling many industrial park developers to obtain cleared land early and get their projects under way.

For instance, the project to develop and operate infrastructure at Industrial Park No. 3 in Hung Yen, covering about 159 hectares and developed by Ecoland Industrial Park Management JSC, received its land from local authorities on schedule.

Within just over a year, the park’s infrastructure has been largely completed, enabling it to attract a number of secondary investors, with registered domestic capital of about 8 trillion VND and foreign direct investment (FDI) of around 134 million USD.

A highlight of the province’s efforts to draw investment to its industrial parks is the Hung Yen Industrial Parks Management Board’s effective work on administrative reform, digital transformation and support for investors and enterprises operating in the parks.

The board regularly meets investors directly, particularly those with large-scale projects, to promptly address their proposals and resolve difficulties arising in their operations.

It reviews administrative procedures and proposes that relevant authorities remove overlapping regulations and unnecessary intermediate steps. It is also applying information technology and digital transformation in management and administration, while providing a full range of online public services.

The board continues to improve its rules for handling administrative procedures, including an internal process for processing applications for investment registration certificates within 48 hours for projects that do not require investment policy approval.

This helps investors cut the time needed for administrative procedures, so they can start construction quickly and put their projects into operation sooner.

The board also works closely with People’s Committees at commune level to quickly resolve problems facing investors, helping them receive land early for their projects.

Work to draw up and adjust zoning plans for industrial parks is being accelerated, with the aim of modernising development while ensuring a balance between industrial land, common-use land, green space and water surfaces.

The goal is to establish and develop high-tech industrial parks, supporting-industry parks and specialised industrial parks while meeting environmental protection and sustainable development requirements.

In 2021-2025, industrial parks in Hung Yen attracted secondary investors mainly in mechanical engineering and metallurgy; machinery and equipment manufacturing; automobile and motorcycle manufacturing and assembly; electrical and electronic products; optical products; and rubber and plastic products.

Foreign investors that registered projects in the province’s industrial parks during this period came from 17 countries and territories. Japan was the largest, followed by China, Singapore and the Republic of Korea, with others from the US, UK, Germany and the Netherlands.

The parks have drawn several large-scale, high-tech projects, including a 132 million USD project by Nitto Viet Nam Co., Ltd. to manufacture LCD polarising films for smartphones and cars; a 128 million USD project by Molex Viet Nam Co., Ltd. to produce electronic components and electrical equipment; a 68 million USD project by Kyocera Viet Nam Co., Ltd. to make ceramic packages for components used in CMOS sensors; and a 67 million USD project by Arizon Technology (Viet Nam) Co., Ltd. to produce a range of RFID labels.

Cao Quang Hung, Head of the Hung Yen Industrial Parks Management Board, said that under the industrial park development plan in the adjusted Hung Yen Provincial Planning for 2021-2030, with a vision to 2050, the province will continue to roll out a range of policies to attract domestic and foreign investment, prioritising high-tech industrial parks, supporting-industry parks and specialised industrial parks.

The province will carry out land clearance decisively and hand over land to investors for industrial park infrastructure projects. It will also keep speeding up administrative reform, particularly of procedures, to create a favourable investment and business environment.

It will also step up coordinated investment promotion for industrial parks, focusing on modern industries that are high-tech, resource- and labour-efficient and environmentally friendly.

Priority will be given to attracting investment in strategic and foundation industries, high-tech and environmentally friendly industries, and sectors including electronics, semiconductors, automation, digital technology, processing and manufacturing, automobiles, pharmaceuticals, medical equipment, energy and supporting industries.

The province will work with relevant agencies to assess labour demand in industrial parks at each stage, and consider setting up an information channel to connect with enterprises and help them train and recruit the workers they need.
