Over two decades of building industrial foundations
Established in 2004 under Government policy and Vinh Long Province’s industrial development strategy, Hoa Phu Joint Stock Company was assigned to develop and operate the infrastructure of Hoa Phu IP. The project contributes to industrialization, investment attraction and economic restructuring in Vinh Long Province. Benefiting from transport connections to National Highway 1A and the Ho Chi Minh City-Trung Luong-My Thuan-Can Tho expressway corridor, the IP has a coordinated technical infrastructure system, including a wastewater treatment plant with a capacity of 6,900 m³/day. Through two investment phases covering 250.97 ha, all 191.249 ha of industrial land has been fully occupied, with 40 projects now in operation, including investors from the Netherlands, Japan, South Korea, Taiwan, China and other markets. They operate in sectors including garments, footwear, food, animal feed processing and electronic components, with total registered capital of more than VND2,994 billion and US$709 million.
Beyond attracting investment, Hoa Phu IP contributes to local socio-economic development by creating jobs, raising workers’ incomes, increasing budget revenues, and supporting the shift toward an economy driven by industry and services. These results have been supported by the guidance of the Vinh Long Provincial Party Committee, People’s Council, and People’s Committee, close coordination between provincial departments and the Economic Zone Management Board, and effective domestic and international investment promotion efforts.
Over more than two decades, Hoa Phu has not only invested in completing internal roads, power supply, water supply and drainage, telecommunications and centralized wastewater treatment systems, but has also continuously strengthened its management and operational capabilities. Working alongside businesses has enabled the company to accumulate practical experience in investing in and developing industrial park infrastructure, creating a strong foundation for modern, green and sustainable development, while attracting technology-intensive industries with high added value and highly skilled workers.
Moving beyond occupancy goals
For Hoa Phu Joint Stock Company, completing two investment phases and achieving high occupancy rates is not the end goal, but a step toward a new stage of development. While the earlier focus was on infrastructure investment, attracting businesses and completing the industrial park, stable operations now require continued improvements in management quality, services and the ability to meet investors’ increasingly demanding requirements.
Building on experience accumulated through investment and operations at Hoa Phu IP Phases 1 and 2, the company is shifting its focus from scale to quality. Alongside continued investment, maintenance and upgrades to technical infrastructure, Hoa Phu is focusing on improving environmental management, operating its centralized wastewater treatment system efficiently, and ensuring stable and safe operations that meet sustainable development requirements.
Alongside infrastructure investment, the company continues to improve service procedures and support businesses throughout their operations, while strengthening coordination with regulatory agencies to provide timely assistance and resolve difficulties. Hoa Phu IP is also gradually advancing digital transformation to improve operational efficiency and service quality, with the goal of building a professional, transparent and business-friendly investment environment.
According to Ha Duy Tin, Chairman and General Director of Hoa Phu Joint Stock Company, amid increasingly intense competition for investment, a modern IP attracts investors not only through available land, rental rates and Government support policies, but also through infrastructure and service quality, management capabilities, the investment environment and a green and sustainable development strategy. In its future development, Hoa Phu Joint Stock Company will continue investing in the Hoa Phu IP Phase 3 Expansion, with plans for coordinated and modern infrastructure, sustainable development and the attraction of high value-added, less labor-intensive industries.
Preparing for new development cycle
Building on its experience investing in and operating Hoa Phu IP Phases 1 and 2, Hoa Phu Joint Stock Company is completing procedures to develop the Hoa Phu IP Phase 3 Expansion, adjacent to Hoa Phu IP Phases 1 and 2 in Phu Quoi Commune, Vinh Long Province. Covering an expected 157 ha with total investment of around VND1,580 billion, the project aims to develop a green and sustainable industrial park and attract high value-added industries. The project signed a memorandum of understanding on investment with the Vinh Long Economic Zone Management Board at the conference announcing the decision to adjust the Dinh An Economic Zone master plan through 2040 in April 2026 and is completing the necessary conditions for implementation.
Company representatives said that immediately after signing the memorandum of understanding, the company proactively prepared resources and received interest from several potential secondary investors in 2026. On this basis, Hoa Phu Joint Stock Company expects the general planning for Phu Quoi Urban Area and the 1/2,000-scale detailed zoning plan for the Hoa Phu IP Phase 3 Expansion to be approved soon, helping meet investor demand and provide additional space for the province’s industrial development.
While awaiting the completion of the conditions required for implementation, Hoa Phu Joint Stock Company continues to invest in improving the quality of infrastructure and services at the existing Hoa Phu IP, while working closely with the Provincial People’s Committee and the Provincial Economic Zone Management Board on investment promotion, contributing to the development of a transparent, favorable and sustainable investment environment.
Alongside the Hoa Phu IP Phase 3 Expansion, the company is continuing to study the development of the 269.2-ha An Nhon IP in An Qui Commune, Vinh Long Province, in line with provincial planning. In addition, the company has received approval from the Dien Bien Provincial People's Committee to study and propose an investment plan for the 107-ha Thanh An Industrial Park project in Thanh An Commune, Dien Bien Province. The company is also expanding into fields aligned with future development trends, including studying a project to process sea sand into fill and construction sand with a capacity of 400 m³/hour, and developing the renewable energy sector through a joint venture with China’s Everbright Environment Group, a global leader in waste-to-energy, to develop Vinh Long Province’s municipal waste treatment plant using waste-to-energy incineration technology, recovering energy from incineration for power generation.
From a company closely associated with the formation of Hoa Phu IP, Hoa Phu Joint Stock Company is gradually becoming a professional industrial infrastructure developer while exploring new fields, including renewable energy and new construction materials.
