The site is located at Lot T9, along La Xuan Oai, D4 and D7 roads in the Saigon Hi-Tech Park in Tang Nhon Phu ward. Starmason will use the land to develop the Starmason hyperscale data center complex with a total investment of over $480 million.
The project was awarded an investment registration certificate in March. The land lease is valid until 2076, and the developer must make a one-off land rental payment for the entire lease period.
The project is eligible for a full exemption from land rent throughout its implementation period if it meets all requirements for the applicable incentives. It is also exempted from land-use rights auctions and investor selection through bidding under the 2024 Land Law.
The city asked Starmason to use the land for its approved purpose, comply fully with its investment registration certificate, and ensure sufficient capital and progress for the project. The company must also reimburse applicable compensation, support, and resettlement costs and meet other financial obligations under the law.
If Starmason no longer qualifies for the land-rent exemption, uses the land for an unauthorized purpose, or violates land regulations, it will be required to pay any resulting financial obligations and face penalties under the law.
Starmason was established in November 2025 as a joint venture between Singapore’s Sembcorp (49%) and local firm BB Holdings (51%). The Starmason complex is the first data center project backed by Sembcorp in Vietnam.
The project is designed initially with 60 MW of IT load, with potential expansion to 90 MW.
It is expected to serve growing demand for artificial intelligence, cloud computing, big-data processing, high-performance computing, and other digital infrastructure services.
Recently, HCMC has leased nearly five hectares of land in its Saigon Hi-Tech Park to Evolution DC Vietnam HCMC for the development of a $508 million data center.
The land will be leased for an annual payment over 50 years, until March 2076. The project is being developed by a consortium of three Singaporean investors: Hathor, Frontier, and Evolution.
