Hanoi has claimed the top spot in the Vietnam E-Business Index (EBI) 2025, scoring 74.7 points, according to the latest report from the Vietnam E-commerce Association (VECOM).
Ho Chi Minh City followed with 73.5 points, while the central coastal city of Danang came in third with 28.1 points.

Meanwhile, the national average was 9.3 points, highlighting a significant gap in e-commerce development between Vietnam's two major economic hubs and the rest of the country.
The 2025 EBI report is based on a nationwide survey of over 5,000 businesses and evaluates performance in three key areas: infrastructure and human resources, business-to-consumer (B2C) transactions, and business-to-business (B2B) transactions.
VECOM said improvements in these categories and their sub-indicators are essential for provinces seeking to improve their competitiveness and move up the national rankings.
In infrastructure and human resources, Hanoi, Ho Chi Minh City, and Danang led the category with scores starting at 76.9 points. The northern city of Haiphong ranked highest among the remaining localities, but only scored 36 points.
