Speaking at a meeting to review the progress of national transport projects in Ha Noi on July 31, the Prime Minister reaffirmed that infrastructure is one of Viet Nam's three strategic breakthroughs.

He stressed that transport development must "go first" to drive economic growth, lower costs for businesses and citizens, and boost national competitiveness.

With just five months remaining and a heavy workload ahead, the Prime Minister urged all ministries, sectors, and localities to act with strong determination, high effort, and decisiveness. He cited the recently launched national campaign—"500 Days and Nights of Emulation to Complete 3,000 km of Expressways"—as a critical initiative in achieving the goal.

"We must race against time with maximum determination and a strong sense of responsibility to reach the 3,000 km expressway target," he said. 

Pham called on relevant authorities to continue improving regulations, streamlining funding, and eliminating procedural bottlenecks to sustain project momentum.

He tasked the Ministry of Construction to report on progress made in the first half of 2025 and put foward solutions to outstanding challenges. The Ministry of Home Affairs is responsible for presenting a preliminary assessment of the 500-day campaign and preparing its final evaluation.

Local authorities—especially those overseeing key national projects—were urged to speed up site clearance, relocate technical infrastructure, resolve resettlement and construction material issues, and manage investments effectively under the newly implemented two-tier local government model./.
