Difficult tasks implemented in a special context

Opening the press conference, Mr. Nguyen Tan Thinh, Director of the Department of Public Asset Management (Ministry of Finance) said that the Prime Minister assigned Ministry of Finance assigned to guide the general inventory of public assets in the administrative and public service sector and infrastructure assets invested and managed by the State.

Previously, on March 1, 2024, the Government issued Decision No. 213/QD-TTg approving the project on general inventory of public assets at agencies, organizations, units and infrastructure assets invested and managed by the State (Project 213).

2024 is the preparation stage for the general inventory to be implemented uniformly from 0:00 on January 1, 2025 until the end of July 2025.

According to Mr. Tan Thinh, this general inventory takes place in a very special period when the Politburo has just issued Regulation 189-QD/TW on controlling power, preventing and combating corruption and negativity in the management and use of public finance and assets;

The General Secretary has just written a statement on combating waste, in which he has given many instructions related to combating waste in the coming time; the Government and the Prime Minister have continuously given instructions related to preventing and combating waste in many fields.

Most recently, on December 1, 2024, the Prime Minister issued Official Dispatch No. 125/CD-TTg on strengthening thrift practice and waste combat, in which he assigned three major groups of tasks related to the management and use of public assets, and one of the three groups of tasks is the general inventory of public assets.

“This is a difficult task, taking place in a special context, therefore, it requires the participation and joint efforts of all agencies and units in the political system, including press agencies,” Mr. Nguyen Tan Thinh emphasized.

At the press conference, Ms. Tran Dieu An, Deputy Director of the Department of Public Asset Management, affirmed that this is a major political task of the Ministry of Finance, ministries, central and local agencies in 2024 and 2025 to implement the Party's policies and guidelines on effectively managing, using, exploiting, and mobilizing economic resources, practicing thrift, combating waste, and preventing corruption.

Helping perfect policies and laws on management and use of public assets

At the press conference, Ms. Tran Dieu An, Deputy Director of the Department of Public Asset Management, affirmed that this is a major political task of the Ministry of Finance, ministries, branches and localities in 2024 and 2025 to implement the Party's policies and guidelines on effective management, use, exploitation and mobilization of economic resources, practicing thrift, fighting waste, and preventing and combating corruption.

“The implementation of the General Inventory Project nationwide aims to grasp the current status of public assets at agencies, organizations, units, and infrastructure assets invested and managed by the State in terms of quantity, value, structure, current status of use, etc. as a basis for perfecting policies and laws on management and use of public assets,” Ms. Tran Dieu An emphasized.

The general inventory also serves the development of strategies and plans for socio-economic development; serves the work of reporting on the management and use of public assets, providing information to prepare state financial reports, reports on thrift practice, and waste combat according to the provisions of law.

Ms. Tran Dieu An said that as of December 18, 2024, the Ministry of Finance has carried out assigned tasks including: issuing a Plan to implement the general inventory of public assets; reviewing laws, conducting field surveys, developing inventory forms and indicators, conducting trial inventories at two ministries and six local agencies; developing the general inventory of public assets software to serve the inventory, inventory reporting and inventory data synthesis.

At the same time, the Ministry has also issued inventory form and indicators, methods of synthesizing the results of the general inventory and other necessary contents for the inventory work; organized three conferences to train and guide inventory operations in the form of direct and online combination for all ministries, central agencies, provinces and centrally run cities.

Regarding ministries, central and local agencies, Ms. Tran Dieu An said that based on the reports of 45 ministries, central agencies and 63 localities on the implementation of the general inventory of public assets, 44 of 45 ministries, central agencies and 63/63 localities have established a steering committee for the general inventory.

100% of ministries, central and local agencies have issued plans to implement the general inventory of ministries, central and local agencies.

41 of 45 ministries, central agencies, all 63 localities have completed training and professional guidance for agencies, organizations, and units under their management.

"Thus, the implementation of general inventory of the Ministry of Finance, ministries, central and local agencies has basically ensured progress according to Project 213 and the plan issued by the Ministry of Finance," said Ms. Tran Dieu An.
