The GDVC sets goal of providing complete and timely legal information, especially newly issued legal documents to customs officials; customs declarants, organizations and individuals with rights and obligations related to import and export activities, transit of goods, entry and exit, transit of means of transport to grasp and effectively implement; linking the dissemination of law with the development and completion of customs legal documents.
Additionally, the GDVC aims to unify the direction and coordination within and outside the industry on the dissemination and education of laws for customs officials; to support, and provision of information to relevant organizations and individuals.
To ensure effectiveness, the General Department of Vietnam Customs and its units promptly disseminate the Law, Ordinance and detailed legal documents guiding the implementation of the Law and Ordinance in the customs field that have just been issued or are about to be issued, promptly meeting the needs of the subjects in grasping and learning about legal documents; and implement regularly and effectively.
At the same time, the Customs sector closely follows the core tasks of the General Department of Customs, promotes the strengths of each unit and mobilize the active participation of its magazines and websites. The sector links the activities of disseminating the law for Customs officers with the activities of providing legal support to relevant organizations and individuals, drafting documents, supporting and providing information to people, enterprises and other state management activities.
Additionally, the forms of disseminating, educating the law, supporting and providing information are suitable to the needs and qualifications of the subjects and the traditions and customs in Vietnam.
The Customs sectors closely coordinates with relevant agencies, ministries, branches, the Vietnam Chamber of Commerce and Industry (VCCI) and Business Associations to disseminate, support and provide information.
Following each specific content
The General Department of Vietnam Customs requires the contents and forms of disseminating, educating the law and supporting and providing information to Customs officers, relevant organizations and individuals must closely follow each specific content.
Accordingly, the General Department of Vietnam Customs requires heads of units to assign officials to attend conferences, seminars and training sessions under the number required by the Ministry of Finance, and disseminate the content to officials in the units.
The GDVC requires local customs departments to proactively coordinate with units under the General Department and relevant agencies of provinces and cities to disseminate to officers in the unit. The units are required to assign officers to attend conferences and seminars, and report the contents for remaining officers in the units. Additionally, the units need to proactively invite legal reporters to introduce and train.
The GDVC requires professional units assigned to draft documents to develop and post the outline introducing the new documents on the Customs Electronic Information Portal and the Online Customs Magazine at least 15 days before the documents take effect (except for documents that take effect from the date of signing).
The GDVC requested to fully update legal documents on the Customs Electronic Information Portal, the Customs Magazine, and the Customs Research Journal for individuals and units to search and use.
Notably, the GDVC requires its subordinate units to coordinate with agencies and units such as: the General Department of Taxation, the Department of Tax, Fee and Charge Policy Management and Supervision, the Legal Department (Ministry of Finance); contact VCCI, Business Associations or relevant agencies to support and provide information prescribed in the Regulations.
The GDVC also asks units to implement the “Law Day of the Socialist Republic of Vietnam”, “Financial Law Day” and “Customs Law Day” in 2025 under the provisions of the Law on Dissemination and Education of Law and the plan of the General Department of Vietnam Customs with appropriate forms and contents.
