Duong Anh Duc, its deputy chairman, pointed out Directive 16 prohibits more than two people gathering in a public area.

HCMC began 15 days of social distancing Friday following an alarming rise in coronavirus infections, also banning lottery sales, taxis and motorcycle taxis, both traditional and ride-hailing, but not delivery of other items.

Both food delivery by apps and by restaurants themselves are banned.

For a month before that there were less strict social distancing requirements, which required eateries to close but allowed takeout and delivery.

Duc admitted the new ban has sparked worries since food and beverage takeaways are so common in the city.

"We hope for the people's understanding and support," he said, adding that the situation would improve if each person's willing to shift their habits.

HCMC is now the nation's largest coronavirus hotspot with 9,416 local cases recorded in the fourth wave since late April.
