The meeting focused on the plant's production and business operations, particularly securing long-term coal supplies for power generation.

The delegation included executives from EVN and TKV, representatives of specialized departments at the two groups and leaders of Coalimex, a coal import-export company under Vinacomin.

Reporting at the meeting, Vinh Tan 4 plant director Vu Thanh Hai said that as of August 20, 2026, the plant, including the Vinh Tan 4 expansion, had generated 6.017 billion kWh of electricity.

All three generating units have maintained full availability to meet the power system's dispatch requirements, but the current operating regime has created some challenges, particularly the frequency of starting up and shutting down the units, Hai said.

Coal supply secured for 2027

On fuel security, Vinh Tan 4 and Coalimex, the plant's sole supplier of imported coal for 2027, have reached an important agreement.

The two sides agreed to maintain technical standards as strict as those in 2026 for moisture, ash, sulphur and Na2O content to ensure boiler efficiency and compliance with environmental standards.

Coalimex also committed to maintaining minimum safe coal inventories of 400,000 tons during the dry season and 300,000 tons during the remaining months.

It will also establish an early-warning mechanism and an emergency reporting system at group level to ensure timely coal coordination, the company said.

Based on proposals from the plant's management, EVN chairman Dang Hoang An directly instructed the group's specialized departments to urgently coordinate efforts to address the plant's difficulties.

EVN will accelerate its appraisal process to balance and supplement working capital, helping the plant maintain payments and ensure uninterrupted fuel supply in the remaining months of 2026.

Earlier, EVN and TKV leaders had inspected the ash and slag storage area, the coal-handling port and coal inventory management at the plant.

The delegation praised the plant's efforts, noting that it had safely received 49 vessels carrying 3.12 million tons of imported coal, completed vessel unloading during the peak dry season, and maintained a high level of safe inventory at 548,000 tons.
