Le Van Thung, Director of Dong Nai Customs Department, highlighted that in June 2024, the department organized a similar dialogue involving over 100 FDI enterprises in the region.
The six affiliated customs branches have also hosted quarterly online conferences to disseminate new policies and legal documents, while actively listening to and addressing the concerns and suggestions of businesses and stakeholders regarding import-export activities. These efforts are aimed at providing prompt and effective support to enterprises.
Continuing these dialogues, Director Thung emphasized the importance of sharing updates on new policy documents and alerting businesses to potential violations related to state customs management. The department remains committed to receiving feedback and addressing challenges and recommendations from businesses to facilitate timely solutions or escalate issues to higher authorities as needed.
At the conference, Nguyen Duc Vinh, Deputy Head of the Import-Export Duty Division, detailed key elements of Decree 72/2024/ND-CP dated June 30, 2024, which stipulates VAT reduction policies under Resolution 142/2024/QH15 of the National Assembly, effective from July 1, 2024, to December 31, 2024.
Vinh also covered Decree 81/2024/ND-CP, issued on July 4, 2024, which amends certain provisions of Decree 119/2022/ND-CP on Vietnam's special preferential import tariff schedule for implementing the VKFTA during 2022-2027.
Additionally, he introduced Decision 2822/QD-BCT dated October 24, 2024, concerning anti-dumping duties on certain flat-rolled, coated steel products originating from South Korea and China.

Phan Minh Thuan, Head of the Customs Control and Supervision Division, highlighted significant points such as Official Letter 4598/TCHQ-GSQL dated September 26, 2024, regarding import and export permits for products containing precursor Formic Acid;
Circular 16/2024/TT-BYT by the Ministry of Health, listing insecticidal and disinfectant products for domestic and medical use with assigned HS codes; and Circular 53/2024/TT-BTC, which repeals Circular 164/2007/TT-BTC on the management and use of the Tobacco Material Cultivation and Processing Fund.
He also noted Decision 1725/QD-BCT dated July 1, 2024, on the list of goods subject to energy efficiency testing and labeling under the Ministry of Industry and Trade's jurisdiction; and Official Letter 4342/TCHQ-GSQL dated September 12, 2024, from the General Department of Vietnam Customs regarding electronic Certificates of Origin under the Vietnam-Chile Agreement.
During the conference, Dong Nai Customs addressed and responded to 20 inquiries from businesses concerning issues such as submitting final settlement reports for processing and export production models, exporting to bonded warehouses for re-importation into Vietnam under on-spot importation, transferring ownership within bonded warehouses, importing equipment for export processing enterprises, and obtaining C/O for the Vietnam-Israel FTA.
Director Le Van Thung noted that in addition to such conferences, Dong Nai Customs holds monthly face-to-face meetings with enterprises, led by the director himself, to listen to and resolve business concerns. Each branch also has a dedicated division ready to receive business feedback.
“Dong Nai Customs prioritizes serving businesses, ensuring optimal conditions for their import-export activities and production operations,” Thung affirmed.
