According to the current legal framework, the governmental Decree 57/2025 on DPPA stipulates that buyers in DPPA must be "large electricity customers," currently requiring an average consumption of 200,000 kWh per month.
Deep C argued that small and medium enterprises (SMEs) also have high demand for renewable energy to meet international sustainability standards, but they often fail to meet this minimum consumption threshold.
The comments, a feedback to the Ministry of Industry and Trade's (MoIT) draft decree on renewable energy, has been posted on the ministry's website.
The company also pointed out that the current rules do not reflect the technical realities of rooftop solar in industrial zones. These systems are typically decentralized, of small to medium scale, and connected via private internal grids without impacts on the national grid.
As a result, the current rules restrict the participation of SMEs in DPPA, Deep C highlighted. The industrial real estate developer suggested the Ministry of Industry and Trade remove the term of "large electricity consumers".
In reply, the ministry said it has amended the rules in the latest draft decree. The revised draft decree now proposes a lower threshold of 100,000 kWh per month for customers participating in DPPA via private connection grids. The ministry maintains the 200,000 kWh/month quota for those purchasing energy via the national grid.
