Compared to the same period in 2020, the amount of revenue collected and paid into the State budget from post clearance audits in the first months of this year is only 7%.

According to the General Department of Vietnam Customs, from January 1 to February 15, the sector conducted 160 cases of post clearance audits, of which 75 cases were on-site inspections and 85 conducted at the headquarters of the customs authority.
The total amount of tax assessment and sanctioning of administrative violations is VND 58.83 billion, actually collected to the State budget is VND 33.07 billion.
The revenue collection of post clearance audit department is VND 23.55 billion, accounting for more than 71% of the total revenue collection the sector.
Notably, compared to the same period in 2020, the number of inspections increased by 12%, but the revenue collected is equal to 7%.
Besides examining businesses that have signs of violations, in the early months of 2021, the post clearance audit department has built many key programmes, inspection plans, and professional guidance throughout the sector such as Official Dispatch No. 146/KTSTQ-P1 dated January 29, 2021 requested provincial customs departments evaluate the post clearance audit when Decree 59/2018/ND-CP dated April 20, 2018 issuing and implementing the contents of Directive No. 7180/CT-TCHQ, orienting the post clearance audit in the next stage to prepare for the National Post Clearance Audit Conference.
Direct the HCM City Customs Department on conducting post clearance audit for businesses this year.
Continue to finalise the post clearance audit method outline on customs valuation of import and export goods and analyse trade and import-export policies to find risks and propose post clearance audits.
Develop an orientation plan to fight origin fraud and illegal transshipment of exports to the EU and India, especially focusing on two additional issues: intellectual property infringement, counterfeit goods in the context of implementing the TRIPS Agreement and research deeply the type of outsourcing of commodity groups with spike in turnover.
