The Vietnam Economic and Culture Office in Taipei (China) said that they have just received a document from the Chinese Taipei Ministry of Finance (MOF), announcing the preliminary investigation results of their anti-dumping investigation into Vietnam's Portland cement and clinker.
The preliminary investigation results show that there are evidence of Vietnamese enterprises engaged in dumping activities. Specifically, 6 Vietnamese enterprises are currently accused of dumping Portland cement and clinker into Chinese Taipei with a margin of 16.42% - 19.73%, while other manufacturers or exporters’ margins are up to 23.75%.

Apart from Long Son Cement, the 5 other enterprises all have higher margins than the 16.99% level previously proposed by the Chinese Taipei Cement Manufacturers Association (TCMA).
According to the MOF announcement, there were 21 Vietnamese enterprises participating in the Q&A of this investigation, but only 6 enterprises were cleared. This is because they did not produce the group of goods related to the case, nor had exported the group of goods to Chinese Taipei.
Based on the initial results by the Ministry of Economic Affairs (MOEA), there were reasonable indications of Vietnam’s enterprises causing significant damages to the domestic Chinese Taipei cement industry. But during this investigation, there was no instance where Chinese Taipei enterprises sufferred damage. Therefore, Chinese Taipei did not apply temporary anti-dumping duties.
However, The MOF and the MOEA of Chinese Taipei will continue investigation into Vietnam’s cement enterprises for dumping, in order to make a final conclusion on this matter. Depending on the results of on-site inspections or other new evidence, different dumping margins or different conclusions may be drawn.
Previously, on August 8, 2024, Chinese Taipei officially initiated an anti-dumping investigation on cement and clinker originating or imported from Vietnam.
Specifically, the investigated goods are cement and clinker classified under Chinese Taipei's import commodity codes 2523.29.90.00.2 and 2523.10.90.00.3. The period of anti-dumping investigation was from July 1, 2023 to June 30, 2024, with the alleged dumping margin of 16.99%.
