China’s Pacific Construction Group (PCG) is looking for opportunities to invest in infrastructure in Cao Bang as the northern Vietnam province seeks to accelerate infrastructure development while positioning itself as a logistics hub linking Vietnam with China and the wider ASEAN region.
At a meeting with Cao Bang authorities on Friday, a PCG delegation, led by its founder Yan Jiehe, said that Cao Bang’s investment environment, infrastructure potential, and long-term development strategy offered clear advantages for cross-border cooperation.

Pacific Construction, which has carried out several transport projects across northern Vietnam, is seeking approval to conduct surveys and explore specific investment opportunities in the province.
If cooperation proceeds, Yan said the group would commit to construction quality and timely delivery, while assigning senior executives to work directly with Cao Bang authorities.
He added that the company aims to support the province's economic growth and broader socio-economic development.
In reply, Cao Bang Party chief Phan Thang An said the province aims to build a modern and synchronized infrastructure system by 2030, with the goal of becoming a major transshipment and logistics huh between Vietnam and China, and a key trade gateway linking ASEAN markets with southwestern and western Chinese localities.
To support that strategy, Cao Bang has identified several priority areas, including inter-regional transport links, border-gate economic zones, sustainable tourism, and high-tech agriculture, he stressed.
The province is currently mobilizing resources for a host of infrastructure projects, notably the Dong Dang (Lang Son)-Tra Linh (Cao Bang) Expressway, the Bac Kan-Cao Bang Expressway, and some routes connecting expressways to the Ban Gioc waterfall scenic area and the Soc Giang border gate.
The provincial leader said these projects are critical to boosting economic growth and strengthening trade connectivity between Vietnam and China.
Cao Bang is a mountainous province, sharing over 333 kilometers of border with China.
Pacific Construction Group has already established a foothold in Vietnam’s infrastructure sector. In 2024, the group joined a consortium with a Vingroup subsidiary, securing the contract for Hanoi's Tu Lien Bridge project, which officially broke ground last May.
