Phase one also includes a casino complex with 140 gaming tables – the largest number nationwide – and more than 270 electronic gaming machines, as well as an 18-hole golf course that has hosted international tournaments.
The resort currently employs nearly 2,700 workers, over 98% of whom are Vietnamese, with average monthly income of around VND15 million ($570).
Hoiana’s second phase will include 198 beachfront villas, a multi-purpose international convention center with capacity for up to 2,500 people, a family-oriented retail and entertainment zone, and a second golf course linked to a professional training academy issuing international certifications.
The expansion will also add more than 1,000 five-star hotel rooms, Tran said.
The projects are expected to create over 2,000 additional jobs and contribute more than VND2 trillion ($76.15 million) in annual tax revenue.
Hoiana is also aiming to develop Vietnam’s first outlet mall combined with a duty-free shopping center, introducing a new retail and entertainment model to the market.
Tran added that the development plan supports Danang’s ambition to position itself as a regional hub for events, sports, shopping, and high-end resort tourism, while enhancing competitiveness with international destinations.

It is scheduled to be developed in seven phases, with completion targeted for 2029.
Danang’s tourism sector has rebounded strongly, recording more than 17 million visitors in 2025, including 7.6 million international arrivals, up 25% from 2024, according to city data. Authorities are prioritizing green tourism, sports tourism, and MICE travel.
According to the provincial statistics office, the city attracted VND215.2 trillion ($8.19 billion) in domestic investment in 2025, nearly 2.7 times higher than a year earlier, while foreign direct investment reached more than $520 million, down slightly 8.2% year-on-year.
Hoina was located in Quang Nam province, which was in July merged into Danang.
