The project's investor is The Sunrise Bay Co Ltd, based on Nguyen Tat Thanh street in Hai Chau ward, Danang city.
Under the decision, the project will cover about 170.7 hectares and aims to develop a high-end, modern and fully integrated urban area, including synchronized technical infrastructure, public amenities, green spaces, social infrastructure, a commercial center, hotels, entertainment and recreational services, public service facilities, and commercial housing.
Housing units will be sold, leased or offered under lease-purchase arrangements in accordance with Vietnamese law. The project will not include the sale of housing to foreign organizations or individuals for ownership.
The project is expected to include about 4,481 low-rise housing units, comprising townhouses and villas, as well as a general hospital, schools, 14 public service facilities and an entertainment and recreation area covering about 12.02 hectares, along with commercial and service facilities.
The project will include about 643,287 square meters of residential land, with total residential floor space of about 2.28 million sqm. Public service facilities will have about 48,107 sqm of floor space, schools about 107,196 sqm, commercial and service facilities about 1.036 million sqm, and the general hospital about 32,677 sqm.
The project is expected to accommodate about 16,132 residents and has total investment of nearly VND54.79 trillion ($2.1 billion).
Construction is scheduled to resume in the third quarter of 2026, with the project expected to be completed and operational in Q2/2033, in three phases.
Under the investment schedule, the first phase is expected to be completed in Q4/2028. During this phase, the investor will resolve outstanding issues and complete additional investment-related legal procedures and adjustments needed to begin construction across the project from Q3/2026.
Construction of low-rise housing is scheduled to begin in September 2026 and be completed in Q2/2028. Seawall works covered by previously issued construction permits are expected to be completed in Q1/2028, while technical infrastructure covered by existing permits is scheduled for completion in Q4/2028.
The second phase is expected to be completed in Q3/2032. It will include the remaining seawall works, including the entertainment and recreation area; completion of legal procedures and construction of the remaining technical infrastructure; and completion of legal procedures and construction of low-rise housing, schools, social infrastructure and public service facilities.
The third phase is expected to be completed in Q2/2033, focusing on legal procedures and construction of healthcare facilities, including the hospital, as well as commercial and service facilities, hotels, a convention center, and entertainment and recreation facilities.
The Danang People's Committee ordered the investor to comply with regulations governing investment, planning, land, the environment, construction, labor, fire prevention and firefighting, and other relevant areas.
The investor is responsible for developing technical and social infrastructure across the project, handing over completed infrastructure facilities for management and use in accordance with regulations, and providing a deposit or bank guarantee for its deposit obligations to ensure implementation of the project.
Notably, the investor will not be allowed to transfer the project or sell housing to foreign organizations or individuals. The company must ensure sufficient capital to implement the project according to the approved schedule, fulfill its obligations to customers, and balance the interests of the state, residents and the investor.
The city government also ordered the investor to urgently hand nearly 13.1 hectares of land under municipal management to the city's Land Fund Development Center.
The investor must also work with relevant authorities to hand over 10 hectares within the project area for the city to develop the second campus of its Software Technology Center, and 0.79 hectares for a substation and pumping station included by the city People's Council on its list of projects requiring land acquisition. The investor is also responsible for fulfilling any outstanding financial obligations related to the land.
The city government assigned relevant departments and agencies to guide and process administrative procedures needed for the project in accordance with regulations, while closely inspecting and supervising its implementation to ensure effectiveness and prevent corruption, waste, misconduct and losses of state assets.
The 181-hectare Da Phuoc urban project, commercially known as The Sunrise Bay, is being developed by The Sunrise Bay Co Ltd.
Since late 2016, the developer, through distributor Nova Da Nang Real Estate JSC, had sold nearly 1,000 townhouses and villas under deposit agreements. The project subsequently became embroiled in a series of legal issues and has remained largely abandoned.
