How have Bac Ninh’s industrial zones contributed to attracting high-quality FDI and enhancing the province’s standing? What development direction will the province pursue in the coming period?

Bac Ninh currently has 39 industrial zones with 58 infrastructure projects, covering a total area of about 11,751 hectares. The province has attracted more than 2,230 valid projects, with total registered capital exceeding US$44.7 billion. Of these, FDI accounts for the majority with 1,627 projects and total capital of more than US$40.4 billion, equivalent to over 90% of total investment.

Industrial zones have become attractive destinations for FDI inflows, particularly large-scale, high-tech projects. Many multinational corporations in electronics and technology have chosen Bac Ninh, thereby increasing not only the number but also the quality of investment capital.

In addition, industrial zones serve as the core of high-tech industrial development. Key sectors such as electronics, semiconductors, telecommunications, and digital technology have taken shape and expanded, creating a modern manufacturing ecosystem with strong spillover effects. As a result, Bac Ninh has maintained high industrial growth while developing supporting industries, increasing localization rates, and strengthening the capacity of Vietnamese enterprises to participate in value chains.

Entering a new phase, Bac Ninh is orienting industrial zone development toward sustainability, modernity, and efficiency, shifting from quantity to quality, with priority given to high-tech sectors such as semiconductors, AI, digital technology, and clean energy. At the same time, the province is promoting the development of eco-industrial and supporting industrial zones in connection with digital transformation and green growth.

The province is also strengthening linkages between FDI enterprises and domestic companies, advancing supporting industries and increasing localization rates, while focusing on the development of a high-quality workforce.

In the context of competition to attract investment, what measures are you implementing to improve the investment environment and attract strategic investors?

We have identified the need for a strong shift in governance methods, improved service quality, a better investment environment, and the creation of advantages to attract strategic investors.

The focus is on administrative reform, improving management effectiveness, and placing enterprises at the center. We are reviewing and reducing administrative processing time, accelerating digitization and online public services, implementing an on-site “one-stop” mechanism, while strengthening discipline, accountability, and public service ethics.

At the same time, we are improving the investment environment toward transparency, stability, and predictability, promptly addressing difficulties and maintaining regular dialogue with enterprises. We are also enhancing coordination with departments, agencies, and local authorities in site clearance, infrastructure development, and the provision of electricity, water, and logistics services.

Industrial zone infrastructure continues to be developed in a synchronized, modern, and sustainable manner, with priority given to eco-industrial zones and supporting industrial zones meeting international standards, creating clean land banks ready to accommodate large, high-tech projects.

Investment promotion activities are being renewed with a selective approach, focusing on attracting multinational corporations and strategic investors in sectors such as semiconductors, electronics, digital technology, and clean energy. At the same time, linkages between FDI and domestic enterprises are being strengthened, supporting industry development and the innovation ecosystem.

We also focus on developing a high-quality workforce, strengthening linkages among the government, enterprises, and training institutions, while improving workers’ living conditions through the development of housing, dormitories, and social infrastructure.

Can you elaborate on Bac Ninh’s orientation for developing eco-industrial zones, smart industrial zones, and sustainable industrial zones, and what role will Bac Ninh IZA play?

Bac Ninh considers the development of eco-industrial zones and smart industrial zones an inevitable direction to improve growth quality and competitiveness.

At present, the province does not yet have eco-industrial zones; therefore, the orientation is to convert multi-sector industrial zones once conditions are met or develop new ones under the eco-industrial model. Industrial zones are encouraged to adopt circular economy practices, reuse waste, and establish symbiotic linkages among enterprises. At the same time, the use of renewable energy is being strengthened and high-standard environmental treatment systems are being developed.

For smart industrial zones, the province is promoting the application of digital technologies, building synchronized infrastructure and data systems, and encouraging enterprises to pursue digital transformation, automation, and AI adoption.

In parallel, sustainable development is linked with urban planning, services, and worker housing, improving living standards and creating a modern, civilized working environment.

Bac Ninh IZA plays a central role in both policy advising and implementation. It also supports enterprises in green transformation, promotes the application of digital technologies, and attracts investment in high-tech and environmentally friendly sectors.

Bac Ninh IZA is also advancing administrative reform, improving the quality of public services, and coordinating the development of synchronized, modern infrastructure to meet the requirements of large projects. Investment promotion is being renewed with a selective approach, focusing on attracting strategic investors, while strengthening linkages between FDI and domestic enterprises and developing the innovation ecosystem.

With this orientation, Bac Ninh expects to gradually form eco-industrial zones and smart industrial zones, reinforcing its position as a regional high-tech industrial hub.

In the post-licensing phase, how will you manage, supervise, and accompany investors?

Bac Ninh IZA is strengthening management and close supervision while accompanying investors to ensure project progress and the efficient use of resources.

It conducts regular progress monitoring, develops detailed implementation plans immediately after project approval, and builds a management database to update milestones and address delayed projects. Inspection and supervision are carried out on both a periodic and ad hoc basis.

We maintain a business support mechanism with direct focal points, enhance dialogue to resolve difficulties related to land, construction, environment, and labor, and coordinate with relevant agencies to shorten administrative processing time, particularly in site clearance and infrastructure.

Projects are classified based on efficiency and compliance; delayed projects or those using land inefficiently will be subject to handling measures, including revocation. At the same time, priority is given to supporting effective projects that make significant contributions to socio-economic development.

In addition, Bac Ninh IZA continues to accompany enterprises throughout their operations, supporting labor connections, trade promotion, market expansion, and supply chain linkages.

With the principle of “accompanying enterprises, the success of enterprises is the success of the province,” Bac Ninh IZA is committed to strengthening its role in management, supervision, and post-licensing support, ensuring projects are implemented on schedule and resources are used efficiently.
