Comprehensive administrative procedure reform

To prevent and combat corruption and negativity through inspections and audits, since the beginning of 2024, the Ministry of Finance has directed units to proactively lead the implementation and enforcement of legal provisions on preventing and combating corruption and negativity. The Ministry of Finance has strictly controlled administrative procedures under its management authority, aiming to comprehensively reform administrative procedures associated with the development of e-Government and digital Government. This contributes to facilitating people and businesses, improving the business environment, and enhancing national competitiveness.

Accordingly, the Ministry of Finance regularly reviews and evaluates administrative procedures to propose the abolition of administrative procedures that are no longer appropriate or to amend them in a specific, clear, and simple manner, increasing feasibility for individuals and organizations to implement. From October 1, 2023 to July 31, 2024, units under the Ministry of Finance have assessed the impact of 23 administrative procedures in nine draft legal documents under their management. On that basis, the Ministry selected optimal solutions when issuing new or amending and supplementing administrative procedures under its management.

Based on legal documents on administrative procedures, the Ministry of Finance has reviewed and issued 11 decisions to announce the abolition of 45 administrative procedures; amend, supplement and replace 51 procedures; and announce 15 new procedures. Based on the announcement decision, the Ministry of Finance has publicly disclosed, fully and promptly updated them on the National Public Service Portal, the Ministry's websites and the headquarters of the competent agencies.

According to the Ministry of Finance, as of July 31, 2024, the total number of valid administrative procedures managed by the Ministry of Finance is 763. Of which, the tax sector manages 235 administrative procedures; the customs manages 225; the treasury manages 11; the reserves manage 7; the securities manages 104; the general financial sector manages 181.

Digitizing records, applying ISO standards

To quickly resolve procedures, the Ministry of Finance has effectively implemented the Single Window Mechanism in handling administrative procedures. From October 1, 2023 to July 31, 2024, the Single Window section of the Ministry of Finance has received 942 administrative records in the fields of insurance, accounting, auditing, information technology, pricing, finance - banking.

Currently, the Single-Window section of the Ministry of Finance has digitized records and processing results of units under the Ministry to develop an electronic data management warehouse of organizations and individuals at the Information System for Handling Administrative Procedures of the Ministry of Finance. Thereby, contributing to improving the efficiency of public service provision, creating favorable conditions in the administrative processing.

Regarding the construction and development of platform systems and applications, the Ministry of Finance continues to operate to ensure the stable operation of the digital data sharing connection system of the Finance sector, the electronic document connection axis of the Finance sector, and has issued a plan to hire platform services to share and integrate shared data of the Finance sector to serve e-Finance towards Digital Finance. The Ministry has also deployed cloud computing technology that fully meets the technical standards as prescribed, ready to connect with the Government cloud computing immediately after the Government launches this technology.

In particular, the Ministry of Finance identifies promoting online public services as a top priority in the process of building e-Government and digital Government to create favorable conditions and further reduce costs for people and businesses to speed up economic and social development. As of July 31, 2024, public administrative procedures under the authority of the Ministry of Finance and its affiliated units have been provided with online public services.

Accordingly, the total number of public services under the management of the Ministry of Finance is 763, including 347 full-online public services, 108 partial-online public services and 308 services providing information to organizations and individuals. At the same time, the Ministry of Finance has completed the connection and integration of 284 online public services on the National Public Service Portal.

Thus, work of preventing corruption and negativity of the Ministry of Finance has had positive changes in the actions and awareness of officials and civil servants, and has achieved important results. Therefore, the Ministry of Finance will overcome limitations and weaknesses to create strong changes, truly preventing and repelling corruption and negativity. In particular, the Ministry will review mechanisms and policies, focusing on detecting loopholes and inadequacies in institutions, policies and laws to propose amendments, supplements and improvements to eliminate cumbersome procedures that cause difficulties for people and businesses.
