Minister of Science and Technology Vu Hai Quan awarded the license to an Amazon representatives in New York on Wednesday, in the presence of Party chief and President To Lam.
Accordingly, Amazon Kuiper Vietnam, the local arm of the U.S. giant, can establish a private telecommunications network using satellite connections to test and operate customer terminal equipment as well as assess the quality of products manufactured in Vietnam.
The network will connect Amazon's satellite system with ground infrastructure in Vietnam and operate nationwide. The company must comply with regulations governing telecommunications, radio frequencies, technical standards, service quality, information safety, and cybersecurity, according to the ministry.
Amazon Kuiper Vietnam was established to oversee Amazon's satellite connectivity activities in the country. The satellite internet project, initially known as Project Kuiper, was renamed Amazon Leo in late 2025.
The system uses a low-Earth-orbit satellite constellation, with plans to deploy more than 3,200 satellites to provide high-speed, low-latency internet connectivity, particularly in areas that are difficult to serve with traditional telecom infrastructure.
The new license provides a regulatory basis for Amazon to carry out testing of its satellite internet terminals in Vietnam. An Amazon representative has said that the company aims to develop Vietnam into a manufacturing hub for some equipment for export.
The licensing comes as Vietnam seeks to deepen cooperation with U.S. technology companies in artificial intelligence, data centers, and digital transformation.
During his visit to the U.S., Quan met executives from Anthropic, Amazon, and Oracle on Tuesday. The companies proposed potential cooperation with Vietnam in AI, data centers, digital transformation support for businesses, technology training, and workforce development, as well as the possible establishment of Centers of Excellence in Vietnam.
In reply, Quan said that Vietnam welcomes investment and expansion by U.S. technology companies. The country targets not only to attract investment but also to work with international technology firms to strengthen domestic technological capabilities, develop skilled workers, and build local innovation ecosystems.
Vietnam has approved a five-year pilot allowing SpaceX, the satellite internet service operated by Elon Musk’s SpaceX, to provide low-Earth-orbit satellite internet services in the country until January 1, 2031.
The trial framework permits foreign companies to own 100% of their local operations and caps the number of subscribers at 600,000.
Starlink in early July stated that it had released pricing and started accepting orders in Vietnam.
