Different approach
Immediately after the 2026 Dak Lak Provincial Planning Announcement and Investment Promotion Conference, the Provincial People's Committee issued Plan 299/KH-UBND, dated July 8, 2026, to implement the investment policy approvals, signed MOUs, and approved project research and survey proposals announced at the conference. On the same day, it also issued Decision 2155/QD-UBND establishing a project monitoring and support task force to oversee post-conference implementation. Together, the two documents created a comprehensive governance mechanism that shifted the focus from attracting investment to turning projects into reality.

The most significant feature of Decision 2155/QD-UBND is not the creation of another task force, but its governance approach. Under the decision, the task force is responsible for monitoring, expediting, supporting, and overseeing the implementation of 147 projects presented at the conference, including 25 projects granted investment policy approvals, three projects granted survey approvals, and 119 MOU projects involving 75 investors.
More importantly, the decision requires the task force to classify projects by sector, assign members to oversee individual projects, and assist investors in resolving issues related to investment, land, construction, and environmental procedures. It also requires the task force to hold monthly meetings to review each project's progress, propose solutions to emerging obstacles, and regularly report implementation results to the Provincial Party Standing Committee. This mechanism shows that Dak Lak views investment promotion not as a one-time event, but as a continuous governance process.
From coordination to accountability
While Decision 2155/QD-UBND established the coordination mechanism, Plan 299/KH-UBND sets out a clear implementation roadmap with specific timelines and responsibilities.
Under the plan, lead agencies must work proactively with each investor within 30 days of its issuance to agree on implementation arrangements. For projects that have already received investment policy approval, construction is expected to begin within six months at the latest, with priority given to large-scale projects that generate broad economic benefits and align with the province's development planning.
Another notable feature is the integration of project implementation with a "green lane" mechanism for administrative procedures. Instead of requiring businesses to work separately with different agencies, the task force will receive, guide, coordinate, and expedite the resolution of issues through a single, integrated mechanism. This helps shorten processing times, reduce compliance costs, and improve predictability for investors.
Plan 299/KH-UBND also clearly assigns responsibilities by sector. The Department of Industry and Trade and the Economic Zone Authority oversee energy and commercial infrastructure projects. The Department of Construction is responsible for urban, housing, and infrastructure projects. The Department of Agriculture and Environment oversees high-tech agriculture, processing, and environmental projects. The Department of Science and Technology is responsible for innovation projects. The Department of Finance serves as the lead agency for consolidating information, monitoring implementation, and advising the Provincial People's Committee on organizing regular review meetings to resolve project-specific issues.
Integrating investment aftercare into the attraction strategy
In international investment promotion, aftercare services are widely regarded as an important indicator of the quality of the investment environment.
From this perspective, the mechanism established by Dak Lak is designed not only to ensure the timely implementation of the 147 post-conference projects, but also to demonstrate the provincial administration's commitment to supporting businesses. Chairman of the Provincial People's Committee Do Huu Huy affirmed that the province will focus on turning investment commitments into reality by operating the Project Monitoring Task Force to support investors, resolve difficulties, and build a transparent, business-friendly investment environment.
The 2026 Dak Lak Provincial Planning Announcement and Investment Promotion Conference granted investment policy approvals and investment registration certificates to 25 projects with total registered capital exceeding VND40.294 trillion (US$1.61 billion). It also awarded 119 MOUs and three survey approvals, creating a portfolio of 147 projects requiring post-conference monitoring.
The conference's greatest value, however, lies not only in the scale of committed capital, but also in the province's swift establishment of a mechanism to turn those commitments into operational facilities, factories, industrial parks, logistics centers, and service projects.
As competition for investment among localities shifts from incentives to governance quality, Plan 299/KH-UBND and Decision 2155/QD-UBND together mark an important step toward completing the province's investment promotion cycle.
