Speaking at the opening of the conference, Deputy Minister Bui Van Khang emphasized that inventory is one of the contents of public asset management and must be performed periodically at the end of each year. However, the Deputy Minister said that this is only the second time a general inventory has been conducted nationwide. The first general inventory was carried out in 1998 and only in the administrative and public sector.

“The implementation of this general inventory of public assets comes from a political basis, a legal basis and a practical basis to meet the requirements of strengthening management and improving the efficiency of exploitation and use of public assets", the Deputy Minister emphasized.

The Deputy Minister said that according to the provisions of the Law on Management and Use of Public Assets, the scope of public assets is very wide, including seven types. However, this time, the National Assembly requested a general inventory of two types: public assets in the administrative and public sector; infrastructure assets serving national interests and public interests because the two types of assets have the greatest impact on resources serving socio-economic development.

“This general inventory aims to determine the actual situation in both artifacts and value to answer the National Assembly's question about the actual spending for annual development investment by the State to identify resources to build plans, strategies, and solutions for the management and use of public assets as well as for the new period of socio-economic development goals", the Deputy Minister emphasized.

At the same time, the inventory also aims to determine the results of management; through the general inventory, the Ministry of Finance shall identify policies and mechanisms that do not meet the requirements to propose to competent authorities to continue improving these policies.

Deputy Minister Bui Van Khang also said that through understanding the situation in a number of ministries and localities conducting trial inventory work, there are some problems in asset management and accounting, therefore, the Deputy Minister requested relevant agencies to pay attention and direct amendments and completion of policies to serve as a basis for the implementation of this general inventory.

Affirming that this is an important but also very difficult and complicated task, requiring the participation of the entire political system, with the core force of public asset management agencies at all levels, the Deputy Minister expressed his hope of relevant agencies to make every effort to get the most accurate results and successfully complete the tasks assigned by the National Assembly and the Prime Minister.

At the conference, the leader of the Department of Public Asset Management, Ministry of Finance reported on the basic contents of the general inventory approved by the Prime Minister, guided the indicators, inventory forms, and methods of collecting data and sending inventory report.

Speaking about the key contents of the inventory of public assets, Mr. Nguyen Tan Thinh, Director of the Department of Public Asset Management, said that each unit will be responsible for conducting inventory of their units and report the result. Ministries, central agencies and provincial People's Committees are responsible for synthesizing inventory results of agencies, organizations, and units under their management.
