VCCI Northern Coastal Region (formerly VCCI Hai Phong) was established under Decision No. 335/TN-TCCB dated April 11, 1991, by the Ministry of Trade. Since its inception, VCCI Northern Coastal Region has actively developed and implemented various practical support activities, making effective contributions to the reform process and the development of enterprises in the Northern Coastal area.
In recognition of these achievements, the Party and the State have honored VCCI Northern Coastal Region with several prestigious awards, including a Certificate of Merit from the Prime Minister (2003) and the Third-Class Labor Medal from the President (2008).
In recent years, under the close guidance of VCCI’s leadership and with the support of Party committees, local authorities, and departments across the five provinces and cities under its jurisdiction, VCCI Northern Coastal Region has effectively fulfilled its role as VCCI’s representative in the area through the following key activities:

Representing the business community in advising the Party and the State on policies and solutions for enterprise development. VCCI Northern Coastal Region has successfully organized conferences and discussions with broad participation from enterprises to gather feedback on draft legal documents, as well as disseminate and promote newly enacted laws. The branch has also served as an important bridge between local authorities and enterprises, and among enterprises themselves.

Supporting businesses in trade promotion, investment, and international economic integration. The branch has actively helped enterprises organize and access domestic and foreign markets, hosting numerous seminars and conferences connecting the Northern Coastal business community with international partners from Japan, Korea, the United States, Israel, India, South Africa, Russia, and others.

Fostering entrepreneurship and developing business capacity. Training and capacity-building activities for enterprises have been carried out consistently over the years. VCCI Northern Coastal Region has also participated in various local organizations such as the Administrative Procedure Reform Advisory Council, the International Economic Cooperation Board, the Steering Committee for Science and Technology Programs Supporting Enterprises, and the Hai Phong Labor Arbitration Council.

Strengthening its role as a representative of employers through cooperation with relevant authorities in resolving labor disputes and promoting harmonious labor relations within enterprises.
To continue fulfilling its mission as a bridge between the business community and local government, VCCI Northern Coastal Region regularly organizes dialogues with enterprises to gather feedback and make policy recommendations that contribute to improving the local business environment and fostering sustainable economic growth. The branch also prioritizes workforce training and development, expanding high-quality training programs to help businesses adapt to the Fourth Industrial Revolution, enhance productivity, quality, and competitiveness. Additionally, it promotes domestic and international business linkages, export promotion, and collaboration with business associations to seize opportunities from free trade agreements, engage in public–private partnerships, and share knowledge and experience to support sustainable business growth.
