The Office for Employers was established in May 1997, with the function of advising the Standing Committee on the work of representing and protecting the legitimate rights and interests of Vietnamese employers in labor relations with the following specific assigned tasks:
- Collect and research the opinions of employers to reflect and make recommendations to the State on issues related to policies and laws on labor relations and the labor market.
- Protect the legitimate rights of employers before the law and help domestic and foreign employers resolve disagreements and labor disputes through negotiation and conciliation.
- Develop systems and organizations representing employers in Vietnam.
- Organize propaganda activities, mobilize employers to comply with domestic and international labor laws.
- Organize training to help employers improve their knowledge and capacity in labor management and human resource management.
Nearly thirty years of formation and development, the Office of Employers has actively advised the leaders of the Standing Committee to perfect the apparatus of the organization representing employers at the central and local levels nationwide; actively contributed to the implementation of Resolution No. 09-NQ/TW dated December 9, 2011 of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the period of accelerating industrialization, modernization and international integration, Directive No. 22-CT/TW dated June 5, 2008 of the Secretariat on strengthening leadership and direction in building harmonious, stable and progressive labor relations in enterprises and Directive No. 37-CT/TW dated September 3, 2019 of the Secretariat on strengthening leadership and direction in building harmonious, stable and progressive labor relations in the situation new; advise VCCI leaders to effectively participate in tripartite institutions on labor relations in Vietnam as an organization representing employers at the Labor Relations Committee, the National Wage Council, the Social Insurance Management Council, etc. to jointly propose solutions and policies to stabilize labor relations, helping businesses develop sustainably.
Regarding foreign affairs and international cooperation, the Office of Employers is the focal point authorized by the Standing Committee's leadership to participate in activities with international organizations related to labor issues. Through the Office of Employers, VCCI has officially become a member of the World Organization of Employers (IOE), the Southeast Asian Employers' Confederation (ACE) and has opened many projects related to issues of supporting the building of labor relations and creating jobs for workers; expanding cooperation with international organizations such as the International Labor Organization (ILO) and many bilateral cooperations with employers' organizations such as the Norwegian Employers' Confederation (NHO), the Netherlands Employers' Confederation (DECP) and foreign organizations in Vietnam such as Oxfam Vietnam, the United Nations Development Program in Vietnam (UNDP), Care Vietnam, the German International Development Cooperation Organization (GIz), The US Government's Economic Growth and Governance Program (GIG),...
The Office for Employers has made many positive and practical contributions to the development and affirmation of VCCI's position as an organization representing the Vietnamese business community.
