Who and the level of emergency aid

A reader hasan email address as thuylinhx @ xx asked: During the landslide in Nha Trang, Khanh Hoa in November 2018, my uncle and his son unfortunately died. Does my uncle's family receive unexpected help and how is the level of emergency aid?

Clause 1, Article 6 of Decree 67/2007 / ND-CP on policies to help social protection beneficiaries stipulates:

1. Subjects receiving unexpected (one-time) assistance are people or households facing difficulties as a result of a natural disaster or other force majeure reasons, including:

a) Households with dead or missing persons;

b) Household has seriously injured person;

c) Households whose houses are collapsed, collapsed, drifted, burnt or badly damaged;

d) Households lose their means of production, fall into hunger;

dd) Households are urgently displaced due to the danger of landslides, flash floods;

f) People go hungry due to lack of food;

g) People who face risks outside their residential areas leading to serious injuries, and their families do not know to take care of them;

h) Wanderers begging while gathering, waiting to be brought back to their residence.

Article 12 of Decree 67/2007 / ND-CP provides the lowest level of ad hoc relief for the subjects specified in Article 6 of this Decree as follows:

1. For households: Someone is dead or missing: VND 3,000,000 / person; Someone is seriously injured: VND 1,000,000 / person; Some houses collapsed, collapsed, drifted, burned or badly damaged: VND 5,000,000 / household; Household having to relocate urgently due to the danger of landslide, flash flood: VND 5,000,000 / household.

2. Individuals: Support for hunger relief: 15 kg of rice / person / month; for a period of 1 to 3 months; People at risk outside the home are seriously injured, their family does not know how to take care of: VND 1,000,000 / person; Wanderers begging while gathering and waiting to bring them to their place of residence: VND 10,000 / person / day but not more than 30 days

In special cases that need to be extended, the time to enjoy the benefits must not exceed 3 months and the level of allowance is equal to the monthly nurturing allowance level at the social protection establishment.

Article 13 of Decree 67/2007 / ND-CP stipulates that: Household whose person is the main labor is dead or missing; households lost means of production; households whose houses are collapsed, collapsed, drifted, burnt, seriously damaged, suffer starvation due to lack of food, in addition to the allowance specified in Article 12 of this Decree, may be considered for additional support for the following amounts until when households get out of poverty: Exemption or reduction of school fees for people who are studying culture, vocational training; To be granted health insurance cards or free medical examination and treatment at state medical establishments; Preferential loans to develop production.

Thus, people and households facing difficulties caused by natural disasters and force majeure as prescribed above are subject to unexpected (one-time) assistance. The level of subsidy is specified above.
