The Ministry of Interior responded to this issue as follows:

According to Clause 2, Article 1 of Circular No. 03/2021/TT-BNV dated June 29, 2021 of the Ministry of Home Affairs amending and supplementing the regime of regular salary increase, advance salary grade increase and intensive allowance regime. The year beyond the bracket for cadres, civil servants, public employees and employees is specified: "The period of time for cadres, civil servants, public employees and employees to participate in active service in accordance with the Law on Military Service" is calculated at the time to consider raising the salary level regularly.

According to the above provisions, it is only applied to cases of being cadres, civil servants, public employees and employees who are entitled to participate in military service according to the Law on Military Service and counted from August 15 / 2018 which is the effective date of Circular No. 03/2021/TT-BNV.

If they have previously participated in the military service under the Law on Military Service (not yet an cadre, public servant, public employee and employee) and then recruited as a cadre, civil servant, public employee and employees are not subject to the provisions of Clause 2, Article 1 of Circular No. 03/2021/TT-BNV mentioned above.

The organization and implementation of regimes and policies towards cadres, civil servants and public employees in the province falls under the competence of the People's Committee of the province. Therefore, it is suggested that you contact the agency managing cadres, civil servants and public employees of Dak Lak province (Department of Home Affairs) for answers.
