On October 10, 2021, the Ministry of Transport issued Decision No. 1777/QD-BGTVT provisional regulations on piloting the organization of road passenger transport activities to ensure safe and flexible adaptation, effectively control the Covid-19 epidemic.

 

Lawyer Nguyen Thi Hue - Hanoi Lawyers Association said that one of the points emphasized by Decision 1777 in Section II is to ensure the initiative, consistency and synchronization between the Ministry of Transport and the Ministry of Transport. Health, relevant ministries, branches and provinces and cities in the process of implementing solutions on organizing passenger transport activities along inter-provincial fixed routes by car.

 

Assign tasks and responsibilities of agencies, organizations and individuals involved in passenger transport activities to ensure safe, flexible adaptation and effective control of the Covid-19 epidemic.

 

Ensure no congestion at Covid-19 epidemic control points.

 

According to this regulation, provinces and cities flexibly organize passenger transport activities depending on the epidemic situation of that province or city.

 

In addition, even if the specific regulations in each locality are fully ensured, passengers who want to travel by bus need to ensure the conditions specified in Decision No. 1777/QD-BGTVT.

As follows:

For people traveling from a very high-risk, high-risk local/area to a local/area of ​​equal or lower risk.

Must have had a full dose of vaccine against Covid-19 (green card on Electronic Health Book/PC-Covid or certificate of full dose of vaccine issued by a competent authority, the last dose was given at least 14 days) or have recovered from Covid-19 within 6 months by the time of returning to the locality (with a hospital discharge certificate / certificate of recovery from Covid-19 disease).

Have a negative SARS-CoV-2 test result by RT-PCR or a negative antigen rapid test within 72 hours before getting in the car.

Comply with the "5K message", make medical declarations according to the regulations of the Ministry of Health (do not join the trip when you have symptoms of cough, fever, shortness of breath, muscle aches, sore throat...).

In case passengers are not eligible for vaccination according to regulations of the Ministry of Health, when traveling with relatives on the bus, they must have SARS-CoV-2 test results by RT-PCR method or negative antigen rapid test. calculated within 72 hours before boarding the car.

Comply with the "5K message", make medical declarations according to the regulations of the Ministry of Health (do not join the trip when you have symptoms of cough, fever, shortness of breath, muscle aches, sore throat...).

Self-monitor health or isolate at the place of residence or stay in accordance with the regulations of the Ministry of Health and specific of each locality on measures to prevent and control the Covid-19 epidemic from the date of return to the locality; "5K Message" compliant.

In case there are abnormal signs of health such as cough, fever, difficulty breathing, sore throat, loss of taste, etc., immediately notify the health authorities to monitor and implement the disease handling process according to the regulations. regulations.

Conditions for intercity passenger cars

The lawyer said, according to the provisions of point a, clause 1 of Official Letter No. 3522/UBND-DT dated October 13, 2021 of the Hanoi People's Committee, there are only routes from Hanoi to and from the provinces and cities including: Quang Ninh, Lang Son, Cao Bang, Ha Giang, Lao Cai, Lai Chau, Son La, with the number of trips equal to 5% of the number of trips of units operating on the route according to the published chart.

Publicly announce the transportation requirements for passengers mentioned at Points 1.1, 1.2 and 1.3, Clause 1, Section IV of this Temporary Regulation.

Arrange drivers, service staff on the vehicle to meet the requirements mentioned in Clause 2, Section IV of this Temporary Regulation.

Arrange vehicles to meet the requirements of Covid-19 epidemic prevention and control: equip with hand sanitizer, medical masks; Clean and disinfect vehicles after each trip.

Monitor and request drivers, service staff on the bus to the nearest medical facility or bus station, rest stop, epidemic control point (with SARS-CoV-2 testing) on ​​the journey to perform now testing for SARS-CoV-2 when the test certificate is about to expire.

Due to the conditions of Covid-19 epidemic prevention and control, during the pilot phase, it is required that drivers run on the correct itinerary and only stop and park along the road (eating, cleaning) and pick up and drop off passengers at the right locations. according to the list publicly announced by the Directorate for Roads of Vietnam.

Make a list of passengers riding. Assigned to the driver, the service staff on the bus guides the passenger to self-declare, including updating additional passengers on the journey.

Copy and send the list of passengers to the Department of Transport to the place of departure and destination, and store the original list of passengers for at least 21 days from the end of the trip to serve the tracing and prevention of Covid-19 epidemic. -19 at the request of a competent authority; keep passenger information confidential in accordance with the law.

Arrange staff or medical department to coordinate with local health authorities to handle cases of Covid-19 at work.
