What does the land symbol "T" on the land use right certificate mean?

Thai Ha An Real Estate Company received the transfer of 836m2 land in a district in Hanoi, in the Land Use Right Certificate (issued in 2004) it stated: 300m2 - T; 536m2 - Garden.
After receiving the transfer, the Company has carried out the procedures for registration of land change, but the Land Registration Office replied, the symbol "T" in the certificate is not clear the meaning of what the land is, so it has not been possible to carry out procedures for registration of change to this land area.
Through the receipt and reply system to business recommendations, Thai Ha An Real Estate Company asked the Ministry of Natural Resources and Environment to explain the meaning of the symbol "T" in the land use right certificate be for which land category?
Regarding this issue, the General Department of Land Management, Ministry of Natural Resources and Environment has the following comments:
Because the given information stated by the Company only showed that the land use right certificate was issued in 2004 but it did not show the specific time of issuance of the land use right Certificate (before July 1, 2004 or from July 1, 2004 onwards), the General Department has no basis to answer specifically about the representation of the land category symbol on the issued certificate.
In case the land use right certificate was issued before July 1, 2004:
The issuance of the certificate was carried out during the period that the 1993 Land Law took implementation effect. On July 27, 1995, the General Department of Cadastral issued Decision No. 499-QD/DC stipulating the form of cadastral books, land-itemizing books, land use right certificates issuing books, and land change monitoring books; in which stipulated the land category for "residential purpose" denoted by the letter "T".
However, the specific conclusion of the meaning of the land symbol (the letter “T”) on the granted certificate (whether it is all residential land or not) must be based on the implementation in working of registering and issuing the certificate in the locality to give out the answer.
In case the land use right certificate was issued from July 1, 2004 to December 31, 2004:
The issuance of the certificate was carried out during the period that the 2003 Land Law took implementation effect. According to the Regulations on land use right Certificates issued together with Decision No. 24/2004/QD-BTNMT dated November 1, 2004 of the Ministry of Natural Resources and Environment, providing for land use right certificates and Circular No. 28/2004/TT-BTNMT dated November 1, 2004 of the Ministry of Natural Resources and Environment on guiding the implementation of land statistics, inventory, and mapping of the current land use status, there is no longer the land category marked with the letter "T".
The General Department of Land Management suggested that the Company study the above regulations and contact the Department of Natural Resources and Environment of Hanoi for specific answers.
