VCCI’s Position and Reputation Increasingly Affirmed and Promoted

The 7th National Congress of the Vietnam Chamber of Commerce and Industry (VCCI), the 2021 - 2026 term, is an important event for VCCI and the business community, particularly when the Vietnamese economy is facing new development requirements, unprecedented opportunities and challenges, especially COVID-19 pandemic.

The congress was attended by leaders of the Party and State, central and local agencies, particularly Politburo Member and Prime Minister Pham Minh Chinh.

In the 2015 - 2020 term, despite facing numerous difficulties and challenges, VCCI successfully completed its main tasks set by the 6th VCCI Congress and other tasks assigned by the Party and State. Its main activities like making laws and policies, improving the business environment, promoting trade and investment, training, consulting and informing businesses increased 20% over the previous term, achieving an average annual growth of 7.5%. All aspects of work were inclusive, quality and professional.

Besides, business support, conducted in the form of promoting connectivity and capacity building of business associations, was defined as a key activity. The Central Council of Business Associations, founded by VCCI, coordinated, connected and assisted more than 400 business associations and clubs nationwide; guided the formation and support of its operations in 53 out of 63 provincial/municipal business associations.

VCCI took the lead in supporting businesses to pursue sustainable development and enhance social responsibility. Its typical activities included proposing and hosting the annual “Vietnam Corporate Sustainability Forum (VCSF)”; creating the Corporate Sustainability Index (CSI) and assessing and awarding “Sustainable businesses in Vietnam”; and carrying out programs and projects to foster business integrity and boost corporate social responsibility.

Vietnam’s participatory roles in developing institutions, policies and laws, improving the business investment environment, and accelerating administrative procedure reform were increasingly affirmed and reinforced. VCCI focused on reinforcing the connectivity and capacity of trade associations, completing formation and operation of provincial/municipal business associations, and fostering its representative functions for employers. VCCI’s position and reputation were enhanced domestically and internationally.

Delivering the opening speech to the congress, VCCI President Pham Tan Cong emphasized that the 7th VCCI Congress takes place in the context that the business community is facing intertwined difficulties, challenges and opportunities, stemming from complicated COVID-19 pandemic developments, from digital transformation trend and from Vietnam's economic recovery and development plan.

The Congress agreed to change the organization’s Vietnamese name “Phòng Thương mại và Công nghiệp Việt Nam” into “Liên đoàn Thương mại và Công nghiệp Việt Nam”. Its English name was kept unchanged as the Vietnam Chamber of Commerce and Industry and its abbreviation was also still VCCI.

The 7th Congress defined six key tasks: Actively taking part in lawmaking and policymaking and facilitating the business environment; promoting and improving the quality of business development support; strengthening connectivity and support for the development of business associations and members; developing a strong force of innovative entrepreneurs who uphold Vietnamese business culture; enhancing connection and improving the effectiveness of international integration, institutional reforms, working methods, upgrade VCCI’s working capacity and performance.

At the same time, three strategic breakthroughs were also represented at the Congress: Building a favorable business environment; leading the construction of Vietnamese business culture; and fostering digital transformation in business.

The 13th National Party Congress also set the target of making Vietnam a higher middle-income country by 2030 and a developed, high-income country by 2045. This is also an aspiration of the people, and the nation is waiting for strategies and solutions to realize such aspirations heard at the Congress. Aligning VCCI's operations with the country's development orientation, the Congress presented VCCI's vision on “Strong Business Community, Thriving Nation” and VCCI's mission on “Linking and promoting sustainable, cultured, integrated and world-class businesses and trade associations”, VCCI President Cong emphasized.

The Congress elected the Executive Board with 93 members, representing nearly 200,000 member companies and over 220-member business associations nationwide. 28 members were elected for the first time, accounting for 31% of the total. Most members of the VCCI Executive Board, seventh term, are outstanding entrepreneurs from industry-leading firms that have made important contributions to the country's socioeconomic development.

Excerpted speech by Prime Minister Pham Minh Chinh at the 7th VCCI National Congress, 2021-2026 term

Together with the business community, the role, position and reputation of the Vietnam Chamber of Commerce and Industry (VCCI) has been increasingly affirmed and promoted. As a national body that gathers and represents the business community, entrepreneurs, employers and business associations in Vietnam, VCCI has performed its functions and duties well, made highly pervasive, positive contributions to the country’s development achievements.

VCCI has actively taken part in business policymaking, including resolutions of the Party Central Committee and resolutions of the Politburo on business and entrepreneurs. VCCI has joined, advised on, and upgraded the regulatory system - one of three strategic breakthroughs defined by the Party, especially with regard to policies and procedures on investment, business and trade. It has actively reviewed and recommended amendments and supplements to legal documents; removed difficulties against and assisted the business community and people.

VCCI has adopted initiatives to speed up policy enforcement; actively helped improve the business environment like studying and scaling up the Provincial Competitiveness Index (PCI) in the past 16 years; added motivation for sustainable development like creating the Corporate Sustainability Index (CSI) and guiding businesses to apply it in Vietnam.

VCCI has actively led and fostered the international integration of Vietnamese enterprises; organized many major international business forums such as the APEC Business Forum, carried out many effective trade and investment promotion programs, and established close cooperation ties with nearly 200 international agencies to support enterprises to reach out to the global market.

After 35 years of doi moi (renovation), we have obtained momentous achievements and our country has never before had the opportunity, position, potential and prestige it does today. In that common achievement of the entire Party, army and people, there are important contributions from VCCI, the business community and entrepreneurs of Vietnam.

I highly appreciate VCCI’s innovations with a new name, with the Executive Board having more than 30% first-time members, including representatives of top corporations in Vietnam today. I believe that the new VCCI Executive Board will continue to uphold the achievements of the previous Executive Board and many previous generations, and at the same time, create a breath of new vitality and creativity to better connect businesses and trade associations across the country to further help rapid and sustainable socioeconomic development of the country.
