VCCI: Specific Number of Vietnamese Logistics Service Centers Needs to be Added

The Vietnam Chamber of Commerce and Industry has provided feedback to refine the Draft Strategy for Developing Logistics Services in Vietnam.

In their comments on the draft Strategy for Developing Logistics Services in Vietnam from the Ministry of Industry and Trade, the Vietnam Chamber of Commerce and Industry (VCCI) stated that they generally agree with the necessity of establishing and issuing the Strategy, Action Program, and the viewpoints and directions for developing the logistics service sector.

 

VCCI generally agrees with the necessity of developing and issuing the Strategy, Action Program, and the viewpoints and directions for the development of the logistics service sector.

However, to further refine the Draft, VCCI suggests that Section I. Legal Basis for the Strategy in the draft proposal mentions various Party resolutions and documents from the National Assembly and Government related to the logistics service sector. However, this section does not include Decision No. 1658/QD-TTg dated October 1, 2021, by the Prime Minister approving the National Green Growth Strategy for the 2021-2030 period, with a vision to 2050, and Decision No. 882/QD-TTg dated July 22, 2022, by the Prime Minister approving the National Green Growth Action Plan for the 2021-2030 period.

The National Green Growth Strategy for 2021-2030, with a vision to 2050, sets specific goals for greening economic sectors, including the development of green logistics centers. The National Green Growth Action Plan also identifies six groups of tasks and activities and 18 specific tasks and activities in the transportation and logistics services sector.

Therefore, VCCI believes that the National Green Growth Strategy and the National Green Growth Action Plan should be considered for inclusion in Section I. Legal Basis for the Strategy in the draft proposal.

In Section II.2 Specific Objectives of the draft Strategy, it is outlined that modern logistics service centers at an international level will be established, with at least 5 centers by 2025-2035 and at least 8 centers by 2045. To align with the Green Growth Strategy, VCCI suggests considering the addition of specific numbers for green logistics centers in Section II.2 of the draft Strategy and integrating this content into related projects and tasks of the draft Action Program.

According to VCCI, the development of green logistics is currently a significant trend that should be encouraged among businesses. Therefore, it is recommended to consider adding a task in the draft Strategy and the draft Action Program for researching and developing policies and laws that promote and encourage businesses to move towards green logistics, particularly for small and medium-sized enterprises. This could include tax incentives, encouraging the use of alternative energy sources in road transport, promoting multimodal transport, and establishing carbon credits to protect and control greenhouse gas emissions.
